Azerbaijan Liberal Party
The Azerbaijan Liberal Party () is a liberal political party in Azerbaijan. It was founded on 3 June 1995 by the former Secretary of State of Azerbaijan Lala Shevket on the Constituent Conference held in the town of Barda in the unoccupied part of Qarabagh region of Azerbaijan. It was registered with the Azerbaijani Ministry of Justice on 15 August 1995. ALP declares its main purpose to be the construction of a legal state with socially orientated liberal economy, parliamentary democracy and with the clear division of powers between the branches of government, guaranteeing equality of everyone before the law. The supreme governing body of ALP is its Congress. The main everyday working organs are the Political Council, Executive Committee, and the Central Revision Committee. Lala Shevket
Lala Shevket ( az, Lalə Şövkət, sometimes transliterated as ''Lala Şövkat'' or ''Lala Shovkat''; Лала Шевкет in Russian transliteration) (born 7 November 1951, Baku) is an Azerbaijani politician, the Leader of the National Unity Movement and Azerbaijan Liberal Party. She served as the Secretary of State between 1993 and 1994. Early life and scientific career Shevket was born on 7 November 1951 in Soviet Baku. Shevket's father, Shevket bey Muslim bey oqlu Khalifabeyli-Hajiyev was born 1912 in Quba region of Azerbaijan into a family of noble landowner and philanthropist Muslim bey Khalifabeyli. His mother Tughiya Khanum was the descendant of Shamil, 3rd Imam of Dagestan. Elections In Azerbaijan
Azerbaijan elects on a national level a head of state—the president—and a legislature. The President of Azerbaijan is elected for a seven-year term by the people; before a constitutional referendum changed this in 2009, the position was limited to two terms. The National Assembly (''Milli Məclis'') has 125 members. Before 2005, 100 members were elected for a five-year term in single-seat constituencies and 25 members were elected by proportional representation. Since 2005 all 125 members are elected in single-seat constituencies. Azerbaijan is a one party dominant state. Each of political parties in Azerbaijan has the same rights and opportunities to compete in elections as defined in by the Constitution and respective laws. Direct election is a system of choosing political officeholders in which the voters directly cast ballots for the persons or political party that they desire to see elected. The method by which the winner or winners of a direct election are chosen depends upon the electoral system used.
