Area Redevelopment Administration
Area Redevelopment Administration was a rural poverty program of the Kennedy administration, primarily in Appalachia. Kennedy's anti-poverty policies Kennedy said little about poverty in his campaign, but began talking about unemployment in his first State of the Union address in January 1961.
