FEMA - 24083 - Photograph By George Armstrong Taken On 04-27-2006 In Mississippi
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle ''Columbia'' in the 2003 return-flight disaster. While on-the ...

Later that year, President Barack Obama amended the Patriot Day Presidential Proclamation, first established by President George W. Bush, officially designating September 11 as a National Day of Service and Remembrance. Surveys conducted by MyGoodDeed claim that approximately 35 million Americans observe 9/11 Day by engaging in some form of charitable service, making 9/11 Day the largest annual day of charitable service in the United States. Volunteering
Volunteering is a voluntary act of an individual or group wikt:gratis, freely giving time and labor for community service. Etymology and history The verb was first recorded in 1755. It was derived from the noun ''volunteer'', in 1600, "one who offers himself for military service," from the Middle French ''voluntaire''. In a military context, a volunteer military, volunteer army is a military body whose soldiers chose to enter service, as opposed to having been conscripted. Peace Corps
The Peace Corps is an independent agency and program of the United States government that trains and deploys volunteers to provide international development assistance. It was established in March 1961 by an executive order of President John F. Kennedy Executive Order 10924 and authorized by Congress the following September by the Peace Corps Act. The Peace Corps was formally established within three months of Kennedy's presidency, garnering both bipartisan congressional support and popular support, particularly among recent university graduates.
