Ali Insanov
Ali Insanov (born March 22, 1946, Lambali, Armenian SSR The Armenian Soviet Socialist Republic,; russian: Армянская Советская Социалистическая Республика, translit=Armyanskaya Sovetskaya Sotsialisticheskaya Respublika) also commonly referred to as Soviet A ...) was the Minister of Health of Azerbaijan from 1993–2005. Life Insanov was detained in October, 2005. He was accused of attempting a coup d'etat and causing mass riots. At the decision of the Azerbaijani Court on Heinous Crimes on 20 April, Ali Insanov was found guilty of appropriation of property and abuse of power and sentenced to 11 years imprisonment. He is currently being detained at the Bail Isolation Cell 1 of the Penitentiary Service of Azerbaijan. He demands to be transferred to the Patient Care Institution of the Penitentiary Service. The Ministry of Healthcare of Azerbaijan Republic, also known as Ministry of Health of Azerbaijan Republic ( az, Azərbaycan Respublikasının Səhiyyə Nazirliyi) is a governmental agency within the Cabinet of Azerbaijan in charge of regulating the healthcare system in Azerbaijan Republic. The ministry is headed by Teymur Musayev (interim). History The Ministry of Healthcare was established on June 17, 1918 by the decree of Council of Ministers of Azerbaijan Democratic Republic led by Fatali Khan Khoyski. The first appointed minister was Khudadat Rafibeyli, who had graduated from Kharkov University in 1903 and was the most experienced surgeon in the country at the time. Rahim Alihuseyn oghlu Huseynov ( az, Rəhim Əlihüseyn oğlu Hüseynov), (born 5 April 1936), was the 3rd Prime Minister of Azerbaijan. Early life Huseynov was born in Baku, Azerbaijan. He graduating from school, Huseynov studied at Moscow Institute of Steel and Alloys from 1953 through 1959 obtaining a degree in Metallurgy Engineering. In 1959-1962 he worked in various positions at ''Azerbaijan Pipe Manufacturing Factory''. From 1962 until 1965, Huseynov served as Head of Department at Azerbaijan SSR State Planning Committee. In 1965-1965, he served as Deputy Manager of Financial Technical Supplies Committee and as the chairman of the same government office. Ogtay Shiraliyev Kazim oglu ( az, Oqtay Şirəliyev Kazım oğlu; born in 1950) is a professor, PhD and Azerbaijani politician who served as the Minister of Healthcare of Azerbaijan Republic from 2005 to 2021. Early life Shiraliyev was born in 1950 in Baku, Azerbaijan. He graduated from Azerbaijan Medical University and completed his doctoral degree in Moscow, Russia. In 1988, Shiraliyev was appointed the Director of State Medical Diagnostics Center which he headed for 17 years. Political career On October 20, 2005 President Ilham Aliyev sacked previous minister Ali Insanov replacing him with Ogtay Shiraliyev. Within three months of his term, Shiraliyev reformed the medical services in state hospitals and received 30% increase in state healthcare funding.
