The Department of the Air Force Office of Special Investigations (OSI) is a U.S. federal law enforcement agency that reports directly to the Secretary of the Air Force. OSI is also a U.S. Air Force field operating agency under the administrative guidance and oversight of the Inspector General of the Department of the Air Force. By federal statute, OSI provides independent criminal investigative, counterintelligence and protective service operations worldwide and outside of the traditional military chain of command. Joseph Carroll (DIA)
Lieutenant General Joseph Francis Carroll (March 19, 1910 – January 20, 1991) was the founding director of the Defense Intelligence Agency (DIA) and the first commander of the U.S. Air Force Office of Special Investigations (AFOSI or OSI). Youth and education General Carroll was born in Chicago, Illinois. He graduated from St. Mary of the Lake Seminary in Mundelein, Illinois, in 1933 with a Bachelor of Arts degree and earned a J.D. degree from Loyola University in 1940. He was a member of the Illinois State Bar Association from 1940 to his death. Carl Andrew Spaatz (born Spatz; June 28, 1891 – July 14, 1974), nicknamed "Tooey", was an American World War II general. As commander of Strategic Air Forces in Europe in 1944, he successfully pressed for the bombing of the enemy's oil production facilities as a priority over other targets. He became Chief of Staff of the newly formed United States Air Force in 1947. Hoyt Sanford Vandenberg (January 24, 1899 – April 2, 1954) was a United States Air Force general. He served as the second Chief of Staff of the Air Force, and the second Director of Central Intelligence.
