Bilateral relations exist between the Republic of Azerbaijan and the Russian Federation. The Embassy of Azerbaijan is located in Moscow, Russia. The Embassy of Russia is located in Baku, Azerbaijan. The area north of the Aras River, including the territory of the present-day Republic of Azerbaijan, had been Iranian territory until occupied by Russia. Krasnodar Region
Krasnodar Krai (russian: Краснода́рский край, r=Krasnodarsky kray, p=krəsnɐˈdarskʲɪj kraj) is a federal subject of Russia (a krai), located in the North Caucasus region in Southern Russia and administratively a part of the Southern Federal District. Its administrative center is the city of Krasnodar. The third most populous federal subject, the krai had a population of 5,226,647 as of the 2010 Census. Krasnodar Krai is formally and informally referred to as Kuban (russian: Кубань), a term denoting the historical region of Kuban situated between the Sea of Azov and the Kuban River which is mostly composed of the krai's territory. Voronezh Radar
Voronezh radars (russian: РЛС Воронеж) are the current generation of Russian early-warning radar, providing long distance monitoring of airspace against ballistic missile attack and aircraft monitoring. The first radar, in Lekhtusi near St Petersburg, became operational in 2009. There is a plan to replace older radars with the Voronezh by 2020. Their common name follows the pattern of Soviet radars in being named after a river, the Voronezh. The previous generation of radar was known as the Daryal (after Darial Gorge), Volga (after Volga River) and Daugava (Daugava River) and the generation before the Dnepr (Dnieper River), and Dnestr ( Dniester River). The Voronezh radars are described as highly prefabricated meaning that they have a set up time of months rather than years and need fewer personnel than previous generations. Gabala Radar Station
Gabala Radar Station (; ) in some sources Gabala is spelled ''Qabala'', other names are Lyaki, Mingacevir and Mingechaur was a Daryal-type (NATO Pechora) bistatic Passive electronically scanned array early warning radar, built by the Soviet Union in the Qabala district of the Azerbaijan SSR in 1985. It was operated by the Russian Aerospace Defence Forces and closed at the end of 2012. The radar station had a range of up to , and was designed to detect missile launches as far as the Indian Ocean. The radar's surveillance covered Iran, Turkey, India, Iraq and the entire Middle East. It could detect the launch of missiles and track the whole trajectory to enable a ballistic missile defense system to intercept an offensive strike. Anatoly Eduardovich Serdyukov (russian: Анатолий Эдуардович Сердюков; born 8 January 1962) is a Russian politician and businessman. He was Russia's Minister of Defense from 15 February 2007 to 6 November 2012, and made several major reforms of the Russian military. Safar Abiyev
Colonel General Safar Akhundbala oglu Abiyev ( az, Səfər Axundbala oğlu Əbiyev; born January 27, 1950) was the Minister of Defense of Azerbaijan from 1995 to 2013. He was considered one of the longest serving defense ministers in the Commonwealth of Independent States. Early life and career General Safar Abiyev was born in Baku. He is an ethnic Lezgin. He graduated in 1971 from Baku's Higher Military College, and in 1982 from the Command Faculty of the Frunze Military Academy in Moscow, and has spent his entire professional life in the armed forces. Abiyev was appointed Chief of General Staff of Azerbaijani Armed Forces and acting Minister of Defense when Minister Dadash Rzayev was relieved of his duties on June 17, 1993. Abulfaz Elchibey
Abulfaz Elchibey ( az, Əbülfəz Elçibəy; 24 June 1938, in Nakhchivan – 22 August 2000, in Ankara) was an Azerbaijani political figure and a former Soviet dissident. His real name was Abulfaz Gadirgulu oghlu Aliyev (Azerbaijani: ''Əbülfəz Qədirqulu oğlu Əliyev''), but he assumed the nickname of "Elçibəy" (Azerbaijani for the "''noble messenger''") upon his leadership of the Azerbaijani Popular Front in 1990. Elchibey was the president of Azerbaijan, serving from 17 June 1992 until his overthrow in a coup d'état on 24 June 1993. He positioned himself as an overt pan-Turkist, and strongly anti-Iran.
