Article 23 Concern Group
Basic Law Article 45 Concern Group is a pro-democracy political group in the Hong Kong Special Administrative Region of the People's Republic of China (HKSAR) . It was established on 14 November 2003 by legal practitioners and academics. It had four seats in the Legislative Council of Hong Kong before it transformed into the Civic Party in 2006. Beliefs The group originated from the "Basic Law Article 23 Concern Group", which was formed to criticise the HKSAR Government's legislative proposals to implement the anti-subversion Article 23 of the Basic Law during the proposed legislations' consultation period in 2002-2003. Outspoken members of the group included the barristers Audrey Eu, Alan Leong and Ronny Tong, who were all former chairpersons of the Hong Kong Bar Association. Democracy
Democracy (From grc, δημοκρατία, dēmokratía, ''dēmos'' 'people' and ''kratos'' 'rule') is a form of government in which the people have the authority to deliberate and decide legislation (" direct democracy"), or to choose governing officials to do so ("representative democracy"). Rule Of Law
The rule of law is the political philosophy that all citizens and institutions within a country, state, or community are accountable to the same laws, including lawmakers and leaders. The rule of law is defined in the ''Encyclopedia Britannica'' as "the mechanism, process, institution, practice, or norm that supports the equality of all citizens before the law, secures a nonarbitrary form of government, and more generally prevents the arbitrary use of power." The University of Hong Kong (HKU) (Chinese: 香港大學) is a public research university in Hong Kong. Johannes Chan
Johannes Chan Man-mun (陳文敏) SC (Hon) is an Adjunct Professor, former Chair Professor of Law (–2021) and former Dean of the Faculty of Law (2002–2014) at the University of Hong Kong. He specialises in human rights, constitutional and administrative law, and is the first and only academic silk ever appointed in Hong Kong. He is credited with transforming the University's Faculty of Law into one of the leading law schools in the world during his tenure as Dean. In February 2009, he was banned from entering Macau to give a public lecture, which raised strong responses from both pan-democracy and pro-Beijing parties. International Commission Of Jurists
The International Commission of Jurists (ICJ) is an international human rights non-governmental organization. It is a standing group of 60 eminent jurists—including senior judges, attorneys and academics—who work to develop national and international human rights standards through the law. Gladys Li
Gladys Veronica Li, QC, SC (; born 1948), is a Barrister in England, a Senior Counsel at the Hong Kong Bar with a constitutional law and human rights practice, and a founding member of the Hong Kong Civic Party. Career Li began to take an interest in public affairs on her return to Hong Kong in 1982, after 10 years' practice as a barrister in England. She became a member of the lobby group which sought to inform British MPs in the late 1980s about lack of democracy, absence of human rights protections and the importance of the rule of law in Hong Kong. Civic Exchange
Civic Exchange is a Hong Kong-based public policy think tank and registered charity. It was founded in 2000 by politician Christine Loh (陸恭蕙), and environmental researcher Lisa Hopkinson (何麗莎). Past CEOs include Loh, Yan-yan Yip, Maura Wong and Winnie Cheung. Its board, headed by Evan Auyang, includes directors with backgrounds in business, philanthropy, law and medicine. Local district councillor Paul Zimmerman sits on its Board. Civic Exchange positions itself as independent and non-partisan. Christine Loh Kung-wai, SBS, OBE, JP, Chevalier de l’Ordre National du Mérite (born 1 February 1956), is a former Hong Kong Legislative Councillor, founder and CEO of Civic Exchange, founder of the Citizens Party, and founder of Hong Kong Human Rights Monitor. From 2012 to 2017, she was Under Secretary for the Environment in the government of CY Leung. Margaret Ng
Margaret Ng Ngoi-yee (; born 25 January 1948) is a politician, barrister, writer and columnist in Hong Kong. She was a member of the Legislative Council of Hong Kong from 1995 to 2012. Biography Before entering the legal profession, Margaret Ng worked at the University of Hong Kong and Chase Manhattan Bank (now JP Morgan Chase). She also held senior positions in journalism, serving as publisher and deputy editor-in-chief of the Ming Pao newspaper; and as a columnist for South China Morning Post. Mandy Tam Heung-man (Traditional Chinese: 譚香文; born 8 June 1957) is a Hong Kong politician, tax advisor and newspaper columnist who is currently a member of the Wong Tai Sin District Council, representing Lung Sing. She is also a former member of the Legislative Council of Hong Kong, having represented the Accountancy functional constituency. Fernando Cheung
Fernando Cheung Chiu-hung (; born 23 February 1957 in Macau) is a Hong Kong politician, the vice-chairman of the Labour Party, and a former member of the Legislative Council. Career Cheung obtained his undergraduate degree in social work from Hong Kong Baptist University. He worked in the United States from 1988, and became a naturalized United States citizen. Donald Tsang
Sir Donald Tsang Yam-kuen (; born 7 October 1944) is a former Hong Kong civil servant who served as the second Chief Executive of Hong Kong from 2005 to 2012. Tsang joined the colonial civil service as an Executive Officer in 1967, occupying various positions in local administration, finance and trade before he was appointed Financial Secretary of Hong Kong in 1995, becoming the first ethnic Chinese to hold the position under British administration. He continued to serve in the Hong Kong SAR government after 1997 and gained his reputation internationally for his intervention in Hong Kong's stock market in defending the Hong Kong dollar's peg to the US dollar during the 1997 financial crisis.
