Arsenio Fernández de Mesa (20 July 1955, Ferrol, Galicia, Ferrol, Galicia (Spain), Galicia, Spain) is a Spanish Politics of Spain, politician of People's Party (Spain), People's Party. The Civil Guard ( es, Guardia Civil, link=no; ) is the oldest law enforcement agency in Spain and is one of two national police forces. As a national gendarmerie force, it is military in nature and is responsible for civil policing under the authority of both the Ministry of the Interior and the Ministry of Defence. The role of the Ministry of Defence is limited except in times of war when the Ministry has exclusive authority. The corps is colloquially known as the ' (reputable). In politics, a revolving door is a situation in which personnel move between roles as legislators and regulators, on one hand, and members of the industries affected by the legislation and regulation, on the other, analogous to the movement of people in a physical revolving door.It also includes the movement of government personnel into lobbying firms working for these industries, and vice versa.
