Arkansas Highway 353
Highway 353 (AR 353, Ark. 353, and Hwy. 353) is a north–south state highway in Hempstead County, Arkansas. The highway serves as a connector between US Highway 67 and the community of Guernsey across Interstate 30 (I-30). The highway is maintained by the Arkansas State Highway and Transportation Department (AHTD). Route description The highway begins at US 67 west of Hope in the Arkansas Timberlands. Highway 353 runs northwest along an overpass over I-30 to a crossroads at Guernsey, where it terminates. The highway does not provide access to I-30. The southern terminus of Highway 353 is a former AHTD weigh station. History The highway was created by the Arkansas State Highway Commission on November 23, 1966. Hope is a city in Hempstead County in southwestern Arkansas, United States. Hope is the county seat of Hempstead County and the principal city of the Hope Micropolitan Statistical Area, which includes all of Hempstead and Nevada counties. As of the 2010 census the population was 10,095, and in 2019 the population was estimated at 9,599. Hope is the birthplace of two former Arkansas governors: Bill Clinton (who was also President of the United States from 1993 to 2001) and Mike Huckabee (who ran for the Republican presidential nomination in 2008 and 2016). Sarah Huckabee Sanders, daughter of Mike Huckabee, also born in Hope, was voted in as Arkansas's new governor on November 8, 2022, and will become governor in January 2023. Hempstead County is a county located in the U.S. state of Arkansas. As of the 2010 census, the population was 22,609. As of the 2020 census, the population decreased to 20,065. The county seat is Hope. Hempstead County is Arkansas's fourth county, formed on December 15, 1818, alongside Clark and Pulaski counties. The county is named for Edward Hempstead, a delegate to the U.S. Congress from the Missouri Territory, which included present-day Arkansas at the time. It is an alcohol prohibition or dry county. Historic Washington State Park is located in Hempstead County some nine miles northwest of Hope in the historic village of Washington, Arkansas. The state park opened in 1973 as "Old Washington Historic State Park", but the "Old" was dropped from the name in 2006. The Arkansas Timberlands (sometimes also called Southern Arkansas or Southwest Arkansas) is a region of the U.S. state of Arkansas generally encompassing the area south of the Ouachita Mountains, south of Central Arkansas and west of the Arkansas Delta. With several different definitions in use by various state agencies, the Arkansas Timberlands is essentially a region known for dense pine and cypress forests covering hilly terrain and lining numerous rivers. Modern settlement created a significant logging industry and subsequent clearance agriculture which provided the basis of the local economy until the discovery of petroleum. Weigh Station
A weigh station is a checkpoint along a highway to inspect vehicular weights and safety compliance criteria. Usually, trucks and commercial vehicles are subject to the inspection. Weigh stations are equipped with truck scales, some of which are weigh in motion and permit the trucks to continue moving while being weighed, while older scales require the trucks to stop. There are many different scales used, from single axle scales to multi-axle sets. Signal lights indicate if the driver should pull over for additional inspection or if they are allowed to return to the highway.
