ASTM International, formerly known as American Society for Testing and Materials, is an international standards organization that develops and publishes voluntary consensus technical standards for a wide range of materials, products, systems, and services. Some 12,575 ASTM voluntary consensus standards operate globally. The organization's headquarters is in West Conshohocken, Pennsylvania, about northwest of Philadelphia. It is founded in 1902 as the American Section of the International Association for Testing Materials (see also International Organization for Standardization). The Platinum-Cobalt Scale (Pt/Co scale or Apha-Hazen Scale ) is a color scale that was introduced in 1892 by chemist Allen Hazen (1869–1930). The index was developed as a way to evaluate pollution levels in waste water. It has since expanded to a common method of comparison of the intensity of yellow-tinted samples. It is specific to the color yellow and is based on dilutions of a 500 ppm platinum cobalt solution.
