Alvin Wirtz
Alvin Jacob Wirtz (May 22, 1888 – October 27, 1951) was a lawyer, politician, and undersecretary to the Department of the Interior, and was born in Columbus, Texas to Lewis Milton and Dora (Dent) Wirtz. He attended Columbus, Texas, public schools and graduated from the University of Texas in 1910 with an LL.B. He married Kitty Mae Stamps of Seguin in 1913. In 1917 Wirtz and his family moved to Seguin, Texas, where he practiced law until 1934. Wirtz served as the Guadalupe County State Senator from 1922 to 1930. He served as the President Pro Tempore of the Texas Senate from 1925 to 1927. During his time in Seguin, Wirtz became involved in a group interested in developing the Guadalupe River as a source of hydroelectric power. Wirtz provided legal assistance to the Insull holding company Emery, Peck, and Rockwood as they built a chain of privately owned dams and hydroelectric projects on the Guadalupe River. President ''pro tempore'' (often shortened to ''pro tem'') of the Texas Senate is a largely honorary position, and is third in the line for the governorship of Texas. At the beginning of each session, the Senate elects one member to serve as the president pro tempore when the lieutenant governor is absent or that office becomes vacant. Public Works Administration
The Public Works Administration (PWA), part of the New Deal of 1933, was a large-scale public works construction agency in the United States headed by Secretary of the Interior Harold L. Ickes. It was created by the National Industrial Recovery Act in June 1933 in response to the Great Depression. It built large-scale public works such as dams, bridges, hospitals, and schools. Its goals were to spend $3.3 billion (about $10 per person in the U.S.) in the first year, and $6 billion (about $18 dollars per person in the U.S.) in all, to supply employment, stabilize buying power, and help revive the economy. Most of the spending came in two waves in 1933–1935 and again in 1938. Originally called the ''Federal Emergency Administration of Public Works'', it was renamed the Public Works Administration in 1935 and shut down in 1944. Colorado River

Mansfield Dam
Mansfield Dam (formerly Marshall Ford Dam) is a dam located across a canyon at Marshall Ford on the Colorado River, northwest of Austin, Texas. The groundbreaking ceremony occurred on February 19, 1937, with United States Secretary of the Interior Harold L. Ickes attending. The dam was a joint project by the Lower Colorado River Authority (LCRA) and the United States Bureau of Reclamation, with partial funding provided by the Public Works Administration. Brown and Root, headed by James E. Walters, Sr., was the prime contractor. The dam was completed in 1941. The Lower Colorado River Authority (LCRA) is a nonprofit public utility created in November 1934 by the Texas Legislature. LCRA's mission is to enhance the lives of the Texans it serves through water stewardship, energy and community service. LCRA provides public power, manages the lower Colorado River, builds and operates transmission lines, owns public parks, and offers community services. LCRA does not receive state appropriations or have the ability to levy taxes.
