Allen Winbeck
Allen Winbeck (1905–1990) was an American military officer who served as a rear admiral in the United States Coast Guard. Early life and education Winbeck was born on January 19, 1905, in Point Arena, California. He was raised in South Bend, Washington and attended the University of Washington. Career Winbeck originally enlisted in the Coast Guard in 1923 and was stationed at Coast Guard Station Cape Disappointment. In 1926, he entered the United States Coast Guard Academy. He graduated and received his commission in 1929. After serving aboard the , Winbeck became an instructor at the academy. In 1941, he was stationed at Naval Station Treasure Island. During World War II, Winbeck first served aboard the USS ''Arthur Middleton''. After being assigned to Coast Guard District 13, he became executive officer of the , serving in the Pacific Theater of Operations. The following year, he assumed command of the ship. Point Arena, formerly known as Punta Arena (Spanish for "Sandy Point") is a small coastal city in Mendocino County, California, United States. Point Arena is located west of Hopland, at an elevation of . The population was 460 at the 2020 census, making it one of the smallest incorporated cities in the state. Commendation Medal
The Commendation Medal is a mid-level United States military decoration presented for sustained acts of heroism or meritorious service. Each branch of the United States Armed Forces issues its own version of the Commendation Medal, with a fifth version existing for acts of joint military service performed under the Department of Defense. The Commendation Medal was originally only a service ribbon and was first awarded by the U.S. Navy and U.S. Coast Guard in 1943. The National War College (NWC) of the United States is a school in the National Defense University. It is housed in Roosevelt Hall on Fort Lesley J. McNair, Washington, D.C., the third-oldest Army post still active. History The National War College (NWC) was officially established on July 1, 1946, as an upgraded replacement for the Army-Navy Staff College, which operated from June 1943 to July 1946.
