Aldermanic Elections In Chicago
The City of Chicago has held elections to its City Council since its incorporation in 1837. Elections were held annually from 1837 through 1921, biennially from 1923 through 1933, and quadrennially starting in 1935. From 1851 through 1922 the Council was staggered and half of it was chosen at each election, but before 1851 and since 1923 the entire Council has been elected at each election. Members of the Council are known as "aldermen"—a term that is gender-neutral, although "alderwoman" and "alderperson" are occasionally encountered—and are elected from districts known as "wards". Since 1923 there have been fifty wards, each entitled to one alderman. Prior to that time the number of wards varied but they were almost always entitled to two aldermen each. The Chicago City Council is the legislative branch of the government of the City of Chicago in Illinois. It consists of 50 alderpersons elected from 50 wards to serve four-year terms. The council is gaveled into session regularly, usually monthly, to consider ordinances, orders, and resolutions whose subject matter includes code changes, utilities, taxes, and many other issues. The Chicago City Council Chambers are located in Chicago City Hall, as are the downtown offices of the individual alderpersons and staff. The presiding officer of the council is the Mayor of Chicago. The Cities and Villages Act of 1872 was an act of the Illinois General Assembly governing the operation of incorporated municipalities. The act was an immediate source of political controversy. The legacy of the Act is that Illinois municipal elections take place in the spring while county, state, and federal elections continue to occur on the federal Election Day. History The Act was adopted by the State of Illinois on April 10, 1872, and went into force on July 1 of the same year. The purpose of the Act was to provide a standard outline and means for villages and cities in the state to incorporate without requiring separate legislation for each application. On April 23, 1875, the city of Chicago voted to operate under the Act, as opposed to operating under the city charter which had previously been in effect. 2019 Chicago Aldermanic Elections
The 2019 Chicago aldermanic election took place in two rounds on February 26 and April 2, 2019, to elect 50 aldermen to the Chicago City Council. Each alderman represents one of Chicago's 50 wards. The elections are non-partisan and use a two-round system where the top two finishers compete in a second-round run-off if no candidate receives more than 50% of the vote in the first round. The elections were party of the 2019 Chicago elections, which included elections for Mayor, City Clerk, City Treasurer. Of the 50 incumbent aldermen 45 ran for re-election. Incumbents did not run in the 20th, 22nd, 25th, 39th, and 47th wards. 1929 Chicago Aldermanic Elections
The 1929 Chicago aldermanic election was held on February 26, 1929, with a runoff on April 2, to elect the 50 members of the Chicago City Council. The elections were non-partisan. Held in the middle of mayor William Hale Thompson's term, it would be the penultimate midterm election; four-year terms for aldermen were adopted in 1935, coinciding with the mayoral election that year. All told, despite the non-partisan nature of the elections, candidates affiliated with the Republican Party won 27 seats and those affiliated with the Democratic Party won 23. 11 seats were decided by means of a runoff election, and a Republican candidate won all but one of those elections.
