Alcoholic Beverage Labeling Act
The Alcoholic Beverage Labeling Act (ABLA) of the Anti-Drug Abuse Act of 1988, , , is a United States federal law requiring that (among other provisions) the labels of alcoholic beverages carry a warning label. The warning reads: The ABLA also contains a declaration of policy and purpose, which states that the United States Congress finds that Research evidence suggests that the current American fetal warnings aren't very effective. Many people don't notice them. The labels have been criticized for being so poorly-designed as to be almost useless. They are small, black-and-white, and entirely text-based, unlike tobacco packaging warning messages, which now mostly use images. The Anti-Drug Abuse Act of 1988 (, ) is a major law of the War on Drugs passed by the U.S. Congress which did several significant things: # Created the policy goal of a drug-free America; # Established the Office of National Drug Control Policy; and #Restored the use of the death penalty by the federal government. The change from the Act of 1986 to the Act of 1988 concerns the mandatory minimum penalties to drug trafficking conspiracies and attempts that previously were applicable only to substantive completed drug trafficking offenses. The Act amended 21 U.S.C. 844 to make crack cocaine the only drug with a mandatory minimum penalty for a first offense of simple possession. The Act made possession of more than five grams of a mixture or substance containing cocaine base punishable by at least five years in prison. A warning label is a label attached to a product, or contained in a product's instruction manual, warning the user about risks associated with its use, and may include restrictions by the manufacturer or seller on certain uses. Most of them are placed to limit civil liability in lawsuits against the item's manufacturer or seller (see product liability). That sometimes results in labels which for some people seem to state the obvious. Government regulation In the United States warning labels were instituted under the Federal Food, Drug, and Cosmetic Act of 1938. Cigarettes were not required to have warning labels in the United States until in 1965 Congress passed the Federal Cigarette Labeling and Advertising Act (FCLAA). Northern Territories Alcohol Labels Study
The Northern Territories Alcohol Labels Study (NTAL study) was a scientific experiment in Canada on the effects of alcohol warning labels. It was terminated after lobbying from the alcohol industry, and later relaunched with industry-advocated experimental design changes: omitting the "Alcohol can cause cancer" label, not labelling some alcohol products, and shortening the time period. It nonetheless gathered enough data to show that the labels were effective, and recommended that they should be required worldwide. Researchers felt that the lobbyists' changes diluted the scientific value of the study, and feared the weakened study might not give clear results. While the shortened study did not provide enough evidence to answer some of the research questions, it showed that the warning labels reduced alcohol sales and consumption: remembering the labels made people more aware of the alcohol-cancer link, and that awareness made people decide to drink less.
