Albert Leisenring Watson
Albert Leisenring Watson (December 6, 1876 – December 20, 1960) was a United States district judge of the United States District Court for the Middle District of Pennsylvania. Early life Watson was born in Montrose, Pennsylvania, on December 6, 1876. His father was Willoughby W. Watson, who practiced law for 50 years in Susquehanna County and Lackawanna County. His mother was Marie Kemmerer Watson. Education and early career Watson received an Artium Baccalaureus degree from Amherst College in 1901 and read law in 1903 to enter the bar. He was in private practice in Scranton, Pennsylvania from 1903 to 1925. He was a Judge of the Court of Common Pleas for Lackawanna County, Pennsylvania from 1926 to 1928. He was also a trustee of the Scranton State Hospital and became president of the board in 1923. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The ''Times Leader'' is a privately owned newspaper in Wilkes-Barre, Pennsylvania. Founding Founded in 1879, it was locally owned until being purchased by Capital Cities in 1978. Early history On November 27, 1907, the ''Wilkes-Barre Times'' printed a notice that it and the ''Wilkes-Barre Leader'', both afternoon dailies, would merge, creating The ''Times Leader'' with the first newspaper to be dated Monday December 2, 1907. The ''Times Leader'', in the heart of coal country, was subject to a very bitter strike that began October 6, 1978. Over 200 union employees walked off the job in defiance of what they viewed as union busting tactics by the ''Times Leaders new corporate owner, Capital Cities. Check Kiting
Check kiting or cheque kiting (see spelling differences) is a form of check fraud, involving taking advantage of the float to make use of non-existent funds in a checking or other bank account. In this way, instead of being used as a negotiable instrument, checks are misused as a form of unauthorized credit. Kiting is commonly defined as intentionally writing a check for a value greater than the account balance from an account in one bank, then writing a check from another account in another bank, also with non-sufficient funds, with the second check serving to cover the non-existent funds from the first account. The purpose of check kiting is to falsely inflate the balance of a checking account in order to allow written checks to clear that would otherwise bounce.
