Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). North-Eastern Metropolitan Region, previously Eastern Metropolitan Region between 2006 and 2022, is one of the eight electoral regions of Victoria, Australia, which elects five members to the Victorian Legislative Council (also referred to as the upper house) by proportional representation. The region was created in 2006 following the 2005 reform of the Victorian Legislative Council. The region was renamed to its current name since the 2022 state election. The region extends from Melbourne's inner eastern suburbs of Bulleen and Doncaster, north across the Yarra River to Lower Plenty and Eltham, and across to Bayswater, Croydon and Ferntree Gully (in the Dandenong Ranges) in the east below the Dandenong Ranges. Rod Barton
Rod Barton is an Australian politician. He is the co-founder of the Transport Matters Party and was a member of the Victorian Legislative Council, representing the Eastern Metropolitan Region. He was elected in November 2018 but was not re-elected at the 2022 election. Barton established the Transport Matters Party in response to the deregulation of the taxi and hire car industry in 2017. Before entering politics, Barton worked for 30 years in the taxi and hire-car industry. Barton lives in Melbourne with his wife. He has two daughters and five grandchildren. 2022 Victorian State Election
The 2022 Victorian state election was held on Saturday, 26 November 2022 to elect the 60th Parliament of Victoria. All 88 seats in the Legislative Assembly (lower house) and all 40 seats in the Legislative Council (upper house) were up for election at the time the writs were issued, however the election in the district of Narracan was deferred due to the death of a candidate. The second-term incumbent Labor government, led by Premier Daniel Andrews, won a third four-year term, defeating the Liberal/National Coalition opposition, led by Opposition Leader Matthew Guy, increasing their majority from their 2018 landslide election result.
