Mullah Muhammad Omar (; –April 2013) was an Afghan Islamic revolutionary who founded the Taliban and served as the supreme leader of Afghanistan from Islamic Emirate of Afghanistan (1996–2001), 1996 to 2001. The Institute for War & Peace Reporting (IWPR) is an independent nonprofit organization that claims to train and provide publishing opportunities for professional and citizen journalists. History IWPR was founded in 1991 under the name Yugofax. Initially it was a newsletter that reported on the troubling developments throughout the Balkans from a balanced perspective. As the conflict developed into an all out war, Yugofax newsletter changed its name to Balkan War Report. Eventually, in late 1995, after the Dayton Peace Accord was signed ending the war in Bosnia, the newsletter expanded its area of focus to other global trouble spots (initially mainly focusing on ex-Soviet republics) and adjusted its name to War Report. Suraya Dalil ( Uzbek/ prs, ثریا دلیل), (born 1970) is an Afghan physician and politician who served as Minister of Public Health from 2010 to 2014 and has been the country's Permanent Representative to the United Nations since November 2015. Early life and education Dalil was born in Kabul in February 1970. Her father was a teacher and encouraged her education despite it being unusual at the time. She attended the Zarghona High School and graduated from Kabul Medical University in 1991. Her family then moved to Mazar-i-Sharif after her father was injured during the civil war.
