Previously, he served as Minister of Health from 2020 to 2021 and the Member of Parliament (MP) for Tenggara from 2004 to 2008 and again from 2018 to 2022, having previously been Member of the Johor State Legislative Assembly (MLA) for Parit Raja from 2008 to 2018. Before being appointed to ministerial positions, Adham served as Parliamentary Secretary in the Ministry of Higher Education from 2004 to 2008. A general election was held on Sunday, 21 March 2004 for members of the 11th Parliament of Malaysia. Voting took place in all 219 parliamentary constituencies of Malaysia, each electing one Member of Parliament to the Dewan Rakyat, the dominant house of Parliament.
