Ad Hoc Liaison Committee (AHLC)
The Ad Hoc Liaison Committee (AHLC) is a body whose primary function is to coordinate the delivery of international aid to Palestinians and the Palestinian Authority. It normally meets twice a year usually in New York or Brussels. The AHLC was established in November 1993. The entities that provide such aid are categorized into seven groups: the Arab nations, the European Union, the United States, Japan, international institutions (including agencies of the UN system), European countries, and other nations. In July 2018, Australia ceased providing direct aid to the PA, saying the donations could increase the PA's capacity to pay Palestinians convicted of politically motivated violence, and that it will direct its funds through United Nations programs. International Aid To Palestinians
International aid has been provided to Palestinians since at least the 1948 Arab–Israeli War. The Palestinians view the aid as keeping the Israeli–Palestinian peace process going, while the Israelis claim that it is used to fund terrorism and removes the imperative to Palestinians to negotiate a settlement of the Israel-Palestinian conflict. The Palestinian National Authority (PA), within the West Bank and Gaza Strip, receives one of the highest levels of aid in the world. Humanitarian aid is material and logistic assistance to people who need help. It is usually short-term help until the long-term help by the government and other institutions replaces it.
