7th National Congress Of The Communist Party Of Vietnam
The 7th National Congress of the Communist Party of Vietnam ( vi, Đại hội Đảng Cộng sản Việt Nam VII) was held in Ba Đình Hall, Hanoi from 24–27 June 1991. The congress occurs once every five years. A total of 1,176 delegates represented the party's 2.1 million card-carrying members. Central Committee composition Forty-six (31.5 percent) of the elected Central Committee members were new members. The remaining 64 (68.4 percent) were incumbents who were reelected. The Central Committee was evenly divided in its membership by government and party officials; 60 (41.1 percent) and 62 (41.8 percent) of the members were either party and government officials. Ba Đình Hall
The old National Assembly Building (Nhà Quốc hội), also Ba Đình Hall (Hội trường Ba Đình), was a public large building, located on Ba Đình Square across the Ho Chi Minh Mausoleum, in Hanoi, Vietnam. The building was used by the National Assembly of Vietnam for its sessions and other official functions. One of the architects was Nguyễn Cao Luyện (1907–1987, vi). The points of the compass are a set of horizontal, radially arrayed compass directions (or azimuths) used in navigation and cartography. Đỗ Mười (; 2 February 1917 – 1 October 2018) was a Vietnamese communist politician. He rose in the party hierarchy in the late 1940s, became Chairman of the Council of Ministers in 1988 and was elected General Secretary of the Central Committee of the Communist Party of Vietnam (CPV) at the 7th Congress in 1991. He continued his predecessor's policy of ruling through a collective leadership and Nguyễn Văn Linh's policy of economic reform. He was elected for two terms as General Secretary, but left office in 1997 at the 3rd plenum of the 8th Central Committee during his second term. Đỗ Mười was an advisor to the Central Committee from 1997 until 2001, when the institution of Advisory Council of the Central Committee was abolished. He was a delegate to the 9th, 10th and 11th Congresses. While he officially retired from politics in 1997, Đỗ Mười continued to influence decision-making.
