The 3rd World Congress of the Communist International (Comintern) was held in Moscow on 22 June–12 July 1921. The third official meeting of the Communist International included delegations from more than 50 different national structures and took place in the back-drop of two major events; the failure of the German revolution and the introduction of New Economic Policy in Soviet Russia. The main language of the congress was German, with three further working languages: French, English and Russian (of the three, French being predominant). The Azerbaijan Communist Party ( az, Azərbaycan Kommunist Partiyası; russian: Коммунистическая партия Азербайджана) was the ruling political party in the Azerbaijan SSR, making it effectively a branch of the Communist Party of the Soviet Union. It was formed on 20 February 1920, when the Muslim Social Democratic Party, Communist Party of Persia, Ahrar Party and the Baku Bolsheviks joined together to establish the Communist Party of Azerbaijan. The Socialist Revolutionary Party, or the Party of Socialist-Revolutionaries (the SRs, , or Esers, russian: эсеры, translit=esery, label=none; russian: Партия социалистов-революционеров, ), was a major political party in late Imperial Russia, and both phases of the Russian Revolution and early Soviet Russia. The SRs were agrarian socialists and supporters of a democratic socialist Russian republic. The ideological heirs of the Narodniks, the SRs won a mass following among the Russian peasantry by endorsing the overthrow of the Tsar and the redistribution of land to the peasants.
