2020 Guamanian Legislative Election
Legislative elections were held in Guam on Tuesday, November 3, 2020, along with the election for the Guam delegate to the U.S. House of Representatives. Before the election, the Democratic Party held ten of the fifteen seats in the Legislature while the Republican Party held five seats. The election resulted in a gain of two seats for the Republican and a loss of two seats for Democrats to retain. Democrats also won the runoff race for Guam's US House Delegate. Primary Because of the COVID-19 pandemic, Guam cancelled its August primary elections. All 29 certified candidates advanced to the Legislative general election and appeared on the ballot in November 2020. The Legislature of Guam ( ch, Liheslaturan Guåhan) is the law-making body for the United States territory of Guam. The unicameral legislative branch consists of fifteen senators, each serving for a two-year term. All members of the legislature are elected at-large with the island under one whole district. The 36th Guam Legislature was the meeting of the Guam Legislature that was convened in Hagatna, Guam on January 4, 2021 and ended on January 1, 2023, during the third and fourth years of Lou Leon Guerrero's Governorship. Undervotes
An undervote occurs when the number of distinct choices selected by a voter in a contest is less than the maximum number allowed for that contest or when no selection is made for a single choice contest. In a contested election, an undervote can be construed as active voter disaffection: a voter engaged enough to cast a vote without the willingness to give the vote to any candidate. Overvotes
An overvote occurs when one votes for more than the maximum number of selections allowed in a contest. The result is a spoiled vote which is not included in the final tally. Michael Franklin Quitugua San Nicolas (born January 30, 1981) is a Guamanian Democratic Party politician, who served as the delegate to the U.S. House of Representatives for from 2019 to 2023.
