2019 Piedmontese Regional Election
The 2019 Piedmontese regional election took place on 26 May 2019, the same day as the European Parliament election in Italy. The election was for all 50 members of the Regional Council of Piedmont, as well as for the President of the Region, who is also a member of the Council. Electoral system Regional elections in Piedmont were ruled by the "Tatarella law" (approved in 1995), which provided for a mixed electoral system: four fifths of the regional councilors were elected in provincial constituencies by proportional representation, using the largest remainder method with a droop quota and open lists, while the residual votes and the unassigned seats were grouped into a "single regional constituency", where the whole ratios and the highest remainders were divided with the Hare method among the provincial party lists; one fifth of the council seats instead was reserved for regional lists and assigned with a majoritarian system: the leader of the regional list that scored the high ... Regional Council Of Piedmont
The Regional Council of Piedmont (''Consiglio Regionale del Piemonte'') is the legislative assembly of Piedmont. It was first elected in 1970, when the ordinary regions were instituted, on the basis of the Constitution of Italy of 1948. Composition The Regional Council of Piedmont was originally composed of 60 regional councillors. Following the decree-law n. 138 of 13 August 2011, the number of regional councillors was reduced to 50, with an additional seat reserved for the President of the Region. Open List
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list. Additionally, an open list system allows voters to select individuals rather than parties. Different systems give the voter different amounts of influence to change the default ranking. The voter's choice is usually called preference vote; the voters are usually allowed one or more preference votes to the open list candidates. Five Star Movement
The Five Star Movement ( it, Movimento 5 Stelle , M5S) is a political party in Italy. Its leader and president is Giuseppe Conte, Prime Minister of Italy from 2018 until 2021. The M5S was founded on 4 October 2009 by Beppe Grillo, a comedian and blogger, and Gianroberto Casaleggio, a web strategist. From 2014 to 2017, it was a member of the Europe of Freedom and Direct Democracy group in the European Parliament, along with the UK Independence Party and minor Eurosceptic parties. Chiara Appendino (born 12 June 1984) is an Italian politician and sports manager, mayor of Turin and the Turin metropolitan city from 30 June 2016 to 27 October 2021 and vice president of the Italian Tennis Federation from 2 October 2020. Panachage (, from French meaning "blend, mixture") is the name given to a procedure provided for in several open-list variants of the party-list proportional representation system.
