2019 Ontario Autism Program Controversy
Changes to the Ontario Autism Programme in 2019 by the government of Ontario, led by Premier Doug Ford, caused significant controversy, resulting in a number of protests. After announcing the changes in February, aimed at clearing the long waiting list for the programme, but resulting in the potential loss of access to the service for many families, the government eventually partly reversed its reforms. Background In 2014, while a city councillor in Toronto, Ford came under criticism after opposing a group home for developmentally disabled people, including those with autism, in a west Etobicoke neighbourhood. Douglas Robert Ford Jr. (born November 20, 1964) is a Canadian politician and businessman who has served as the 26th and current premier of Ontario since June 2018 and leader of the Progressive Conservative (PC) Party since March 2018. Randy Alexander Hillier (born 1958) is a Canadian politician who served as a member of provincial parliament (MPP) in the Legislative Assembly of Ontario from 2007-2022. Hillier represented the riding of Lanark—Frontenac—Kingston as an independent MPP from 2019 to 2022. This riding contains much of the dissolved riding of Lanark—Frontenac—Lennox and Addington, which he represented from 2007 to 2018. World Autism Awareness Day is an internationally recognized day annually on April 2nd, encouraging Member States of the United Nations to take measures to raise awareness about autistic individuals throughout the world. Means Testing
A means test is a determination of whether an individual or family is eligible for government assistance or welfare, based upon whether the individual or family possesses the means to do without that help. Canada In Canada, means tests are used for student finance (for post-secondary education), legal aid, and "welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government.
