2017 North Ayrshire Council Election
Elections to North Ayrshire Council took place on 4 May 2017 on the same day as the 31 other Scottish local government elections. The election used the ten wards created as a result of the Fifth Statutory Review of Electoral Arrangements, with each ward electing three or four councillors using the single transferable vote system a form of proportional representation, with 33 Councillors being elected. After the election, the Labour Party took control of the authority as a minority administration with outgoing council Leader Joe Cullinane being reappointed. Election result Note: "Votes" are the first preference votes. The net gain/loss and percentage changes relate to the result of the previous Scottish local elections on 3 May 2007. North Ayrshire
North Ayrshire ( gd, Siorrachd Àir a Tuath, ) is one of 32 council areas in Scotland. The council area borders Inverclyde to the north, Renfrewshire and East Renfrewshire to the northeast, and East Ayrshire and South Ayrshire to the east and south respectively. The local authority is North Ayrshire Council, formed in 1997 and following similar boundaries to the district of Cunninghame. Located in the west central Lowlands with the Firth of Clyde to its west, the council area covers the northern portion of the historic county of Ayrshire, in addition to the islands forming Buteshire. Irvine West (ward)
Irvine West is one of the nine wards used to elect members of the North Ayrshire Council. Created in 1980, Irvine West was originally a single-member first-past-the-post ward before it was expanded in 2007 to become a multi-member ward which elects four councillors using the single transferable vote electoral system and covers an area with a population of 14,972 people. Boundaries Irvine West was created by the Initial Statutory Reviews of Electoral Arrangements in 1979 as one of the 30 wards of Cunninghame District Council. The original boundaries took in the western part of Irvine on the Firth of Clyde coast up to the River Garnock and included the abandoned Snodgrass Village and Bogside Racecourse. Irvine South is one of the nine electoral wards of North Ayrshire Council. Created in 2017, the ward elects three councillors using the single transferable vote electoral system and covers an area with a population of 10,887 people. The area has been politically split with each election returning one Scottish National Party (SNP), one Labour and one Conservative councillor. Boundaries The ward was created following the Fifth Statutory Reviews of Electoral Arrangements ahead of the 2017 Scottish local elections. This was the first review after the introduction of the single transferable vote electoral system in 2007. Dalry and West Kilbride was one of the 10 Wards and electoral divisions of the United Kingdom, wards used to elect members of North Ayrshire Council. Ardrossan and Arran was one of the 10 Wards and electoral divisions of the United Kingdom, wards used to elect members of North Ayrshire Council. Irene Oldfather
Irene Hamilton-Oldfather (born 1954 in Glasgow) is a Scottish Labour Party politician. She was the Member of the Scottish Parliament (MSP) for the Cunninghame South constituency from 1999 until 2011, when she was defeated by the SNP's Margaret Burgess. During her time in Parliament, Oldfather served primarily on the European and External Relations Committee, acting as Convener for parts of both the 1999 and 2007 Sessions, and as Deputy Convener between 2003 and 2007. She was also co-chair of the Parliament's working group on prescription drug dependency. She was a member of North Ayrshire Council, being first elected in 1995, but was defeated in the 2017 Scottish local elections. She served as the council's vice-chair for education. Irvine East (ward)
Irvine East is one of the nine wards used to elect members of the North Ayrshire council. It was originally created in 2007 and returned four councillors, covering eastern parts of Irvine, i.e everything east of the A78 road, apart from the south-eastern industrial area around Drybridge and Shewalton. A national boundary review prior to the 2017 local elections led to a new ward, Irvine South being created, the East ward losing the Broomlands and Dreghorn areas, and one seat. A further re-organisation for the 2022 election in relation to the Islands (Scotland) Act 2018 did not affect the Irvine wards. In 2020, the population was 12,542. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast.
