2017 Irish Budget
The 2017 Irish budget was the Irish Government budget for the 2017 fiscal year, which was presented to Dáil Éireann on 11 October 2016. Michael Noonan announced the tax measures and Paschal Donohoe the Minister for Public Expenditure and Reform announced the spending adjustments. Summary * Social welfare payments and the State pension are to increase by €5 per week commencing from the start of March. * 50 cent added to the price of a packet of 20 cigarettes. The excise on alcohol and fuel is being left unchanged. * Three USC brackets will be reduced by half a percent. * A tax rebate of up to €20,000 in a new help-to-buy scheme for first-time buyers. This goes toward a deposit for a new home. * The rent-a-room relief is to be increased. Michael Noonan (Fine Gael Politician)
Michael Noonan (born 21 May 1943) is an Irish former Fine Gael politician who served as Minister for Finance from 2011 to 2017, Leader of the Opposition and Leader of Fine Gael from 2001 to 2002, Minister for Health from 1994 to 1997, Minister for Industry and Commerce from 1986 to 1987, Minister for Energy from January 1987 to March 1987 and Minister for Justice from 1982 to 1986. He served as a Teachta Dála (TD) from 1981 to 2020. Noonan had been a member of every Fine Gael cabinet since 1982, serving in the cabinets of Garret FitzGerald, John Bruton and Enda Kenny. During these terms of office he held the positions of Justice, Energy, Industry and Commerce, Health and Finance. When Fine Gael lost power after the 1997 general election, Noonan remained an important figure in the party when he became Opposition Spokesperson for Finance. Dáil Éireann ( , ; ) is the lower house, and principal chamber, of the Oireachtas (Irish legislature), which also includes the President of Ireland and Seanad Éireann (the upper house).Article 15.1.2º of the Constitution of Ireland reads: "The Oireachtas shall consist of the President and two Houses, viz.: a House of Representatives to be called Dáil Éireann and a Senate to be called Seanad Éireann."
