2011 British Virgin Islands General Election
General elections were held in the British Virgin Islands on 7 November 2011. The result was a decisive victory for the opposition National Democratic Party (NDP) led by Orlando Smith over the incumbent Virgin Islands Party (VIP), led by Premier Ralph T. O'Neal. No minor parties or independent candidates won any seats. Background The House of Assembly was dissolved on 13 September 2011, by the Governor, Mr William Boyd McCleary, on advice from the Premier. However, the date of the election was not announced until 23 September 2011. Premier Ralph O'Neal confirmed that he would lead his party at the 2011 general election, even though he would turn 78 shortly after the election, and would be 82 at the end of the term of office (if re-elected). British Virgin Islands House Of Assembly
The House of Assembly of the British Virgin Islands, until 2007 known as the Legislative Council, has 15 members: 13 directly elected for four-year terms (nine in single-seat constituencies and four "at large"), and two ''ex officio'' members (the Attorney General and a Speaker chosen from outside the house). Sittings of the House of Assembly are divided into " terms" with each term following from a general election. The House of Assembly is presently sitting its fourth term, but the first term of the House of Assembly followed the 15th term of the old Legislative Council. Accordingly, in aggregate the legislature is sitting its 19th term since the restoration of democracy in the Territory. Each term has a series of "sittings". Omar Hodge
Omar Wallace Hodge (2 February 1942 – 20 December 2017) was a politician in the British Virgin Islands. Hodge was the third longest serving member of the House of Assembly (including its former incarnation as the Legislative Council) after Lavity Stoutt and Ralph O'Neal. Hodge served continuously as the representative for the 6th District from his election in the 1979 general election until his surprise defeat in the 2011 general election. He served a total of . Hodge was a longstanding member of the Virgin Islands Party (VIP), and six of the nine general elections which he contested had been as a VIP candidate. Although elections are held approximately every three or four years, the small size of the legislative body and the tendency to return incumbent politiciansFor example, Lavity Stoutt won the 1st District in 11 consecutive elections. The Constitution of the British Virgin Islands is a predominantly codified constitution documented primarily within the Virgin Islands Constitution Order, 2007 a statutory instrument of the United Kingdom. William Boyd McCleary (born 30 March 1949) is a retired member of HM Diplomatic Service originally from Belfast, Northern Ireland. Myron Walwyn (born February 22, 1972) is the former Minister of Education and Culture and a Territorial At-Large Representative of the British Virgin Islands. He was elected as an "at-large" representative in the 2011 British Virgin Islands general election, garnering 4,605 votes, the 2nd highest number of votes in the election. He is a member of the National Democratic Party (British Virgin Islands). Prior to election, he was appointed the Chairman of the British Virgin Islands Tourist Board. Ruth Dancia Penn, (born 1951) is a British Virgin Islands politician and former Deputy Governor of the British Virgin Islands from 20 September 2004 to 1 April 2007. She also formerly served as the Attorney General of the British Virgin Islands from 1992 to 1999. Julian Fraser
Julian Fraser (born 5 July 1950) is a British Virgin Islander politician who formerly belonged to the opposition Virgin Islands Party in the British Virgin Islands, and in August 2018 formed a new party, Progressives United. He is the current Leader of the Opposition. He is currently the elected member for the Third District (Sea Cow's Bay), a position which he has held since the 1999 general election. He was elected as Chairman of the Virgin Islands Party on 28 May 2014. After the 2015 general election, he was officially appointed the Leader of the Opposition under the Constitution.
