2003 Belizean General Election
General elections were held in Belize on 5 March 2003. Belizeans elected 29 members to the House of Representatives for a term of five years. The result was a victory for the ruling People's United Party (PUP), which won 22 of the 29 seats. Background The PUP were seeking a second consecutive term in office after recording significant development in the economy from 1998 to 2003. Their opponents, the UDP, sought to replace them in office because of charges of corruption and mismanagement of public funds. Previous to this election, the parties had alternated their time in office since independence. As an aside, municipal elections had originally been called for this date, creating a situation of triple elections in one day, a first for the Caribbean region according to Myrtle Palacio of the EBD. House Of Representatives (Belize)
The House of Representatives of Belize is one of two chambers of the National Assembly, the other being the Senate. It was created under the 1981 constitution. Members are commonly called "Area Representatives." Area Representatives are elected by winning a majority of votes in their respective constituencies under the first-past-the-post system. The body is directly descended from the British Honduras Legislative Assembly created in 1954 with nine elected members. It has been expanded several times since: to 18 in 1961, 28 in 1984, 29 in 1993 and finally to 31 in 2008. The National Assembly is the bicameral legislature of the nation of Belize. It is divided into the House of Representatives, with 31 members, elected by universal suffrage, and the Senate, with 13 members, appointed by the Governor-General in consultation with the Prime Minister and the Leader of the Opposition. Tropical Vision Limited, or as it is locally known, Channel 7, is a Belize City based television station operating since 1981. Its Managing Director is Nestor Vasquez. Programming Channel 7 airs a mix of American and Belizean programmes. 7 News Prior to 1994, Channel 7 got its news from local radio powerhouse Radio Belize. Beginning on February 14, 1994, 7 News began producing its own newscast, running opposite Great Belize Television's News 5 Live at 6:30 PM Central. RSV Limited is the Parent Company of Belize's largest Radio Station LOVE FM. LOVE FM is the only nationwide broadcasting system in Belize. It operates repeaters in every district town of Belize. Great Belize Television, or as it is locally known, Channel 5, is a Belize City-based local television station established in December 1991. Channel 5 airs mostly American and Caribbean programs, as well as a variety of locally produced programs. It is a subsidiary of Great Belize Productions, a local production company established in 1982. Channel 5 is affiliated with the Caribbean Broadcasting Union and its subsidiary the Caribbean Media Corporation. Elections And Boundaries Commission
The Belize Elections and Boundaries Commission is the primary electoral body in Belize. It supervises all local and national elections. The commission also establishes the boundaries of Belize's electoral divisions. Formation and duties The EBC was formed in 1978 to oversee Belizean elections according to the Representation of the People Act. This Act became part of the Belize Constitution in 1981. The commission maintains a database of Belizean voters and periodically informs the nation on the state of the voter's list. The Belize Elections and Boundaries Department is the hands-on administrator of Belizean electoral politics. It was established in 1989 as a subordinate to the Elections and Boundaries Commission. The We the People Reform Movement is a Belizean political party established in 2003. Leaders National Coordinator: Hipolito Bautista, Lucilo Teck Participation in local elections It was established sometime in early 2003 and contested its first general elections not long after. Its 11 candidates won no seats. In municipal elections for 2006, the WTP participated in Corozal Town, fielding seven candidates including one Mayoral candidate. The WTP finished third in the race but caused the election, won by the United Democratic Party, to be rather close. The WTP had announced that it would contest the next general elections, to be held in 2008 and recently joined the National Belizean Alliance, established in October 2007; however, they did not field any candidates.
