2024 Rio Grande Do Sul Floods
The 2024 Rio Grande do Sul floods are severe floods caused by heavy rains and storms that have hit the Federative units of Brazil, Brazilian state of Rio Grande do Sul, and the adjacent Uruguayan cities of Treinta y Tres, Paysandú, Cerro Largo Department, Cerro Largo, and Salto, Uruguay, Salto. From 29 April 2024 through to May 2024, it resulted in over 150 fatalities, widespread landslides, and a dam collapse. It is considered the country's worst flooding in over 80 years. The floods marked the fourth such environmental disaster in Brazil in the same Tropical year, solar year, following similar calamities that killed 75 people in July, September, and November 2023. Meteorological history An Block (meteorology), atmospheric block, caused by a Anticyclone, high-pressure system in Centro-Sul, prevented the displacement of typical meteorological systems (such as extratropical cyclone, extratropical cyclones, cold front, cold fronts, and Trough (meteorology), troughs) that cause pr ...

Humidity
Humidity is the concentration of water vapor present in the air. Water vapor, the gaseous state of water, is generally invisible to the human eye. Humidity indicates the likelihood for precipitation, dew, or fog to be present. Humidity depends on the temperature and pressure of the system of interest. The same amount of water vapor results in higher relative humidity in cool air than warm air. A related parameter is the dew point. The amount of water vapor needed to achieve saturation increases as the temperature increases. As the temperature of a parcel of air decreases it will eventually reach the saturation point without adding or losing water mass. The amount of water vapor contained within a parcel of air can vary significantly. For example, a parcel of air near saturation may contain 28 g of water per cubic metre of air at , but only 8 g of water per cubic metre of air at . Three primary measurements of humidity are widely employed: absolute, relative, and specific. Ab ...

Low-pressure Area
In meteorology, a low-pressure area, low area or low is a region where the atmospheric pressure is lower than that of surrounding locations. Low-pressure areas are commonly associated with inclement weather (such as cloudy, windy, with possible rain or storms), while high-pressure areas are associated with lighter winds and clear skies. Winds circle anti-clockwise around lows in the northern hemisphere, and clockwise in the southern hemisphere, due to opposing Coriolis force, Coriolis forces. Low-pressure systems form under areas of wind divergence that occur in the upper levels of the Atmosphere of Earth, atmosphere (aloft). The formation process of a low-pressure area is known as cyclogenesis. In Meteorology#Dynamic meteorology, meteorology, atmospheric divergence aloft occurs in two kinds of places: * The first is in the area on the east side of upper Trough (meteorology), troughs, which form half of a Rossby wave within the Westerlies (a trough (meteorology), trough with la ...

Civil Defense
Civil defense ( en, region=gb, civil defence) or civil protection is an effort to protect the citizens of a state (generally non-combatants) from man-made and natural disasters. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation and recovery. Programs of this sort were initially discussed at least as early as the 1920s and were implemented in some countries during the 1930s as the threat of war and aerial bombardment grew. Civil-defense structures became widespread after authorities recognised the threats posed by nuclear weapons. Since the end of the Cold War, the focus of civil defense has largely shifted from responding to military attack to dealing with emergencies and disasters in general. The new concept is characterised by a number of terms, each of which has its own specific shade of meaning, such as ''crisis management'', '' emergency management'', ''emergency preparedness'', ''contingency planning' ...

National Institute Of Meteorology
Instituto Nacional de Meteorologia (INMET) is the national meteorological organization of Brazil, responsible for weather forecasting, collecting climate data, and alerting the public of extreme weather. It is part of the Ministry of Agriculture, Livestock and Food Supply. Employing 99 people and with an annual budget of about 16 million USD, it is a member of the World Meteorological Organization. Its director as of April 2021 is Miguel Ivan Lacerda de Oliveira. INMET traces its origins to a 1909 decree by then president of Brazil Nilo Peçanha Nilo Procópio Peçanha (; 2 October 1867 – 31 March 1924) was a Brazilian politician who served as seventh president of Brazil. He was governor of Rio de Janeiro (1903–1906), then elected the fifth vice president of Brazil in 1906. He assu ..., establishing the ''Directoria de Meteorologia e Astronomia'' (). Trough (meteorology)
A trough is an elongated region of relatively low atmospheric pressure without a closed isobaric contour that would define it as a low pressure area. Since low pressure implies a low height on a pressure surface, troughs and ridges refer to features in an identical sense as those on a topographic map. Troughs may be at the surface, or aloft. Near-surface troughs sometimes mark a weather front associated with clouds, showers, and a wind direction shift. Upper-level troughs in the jet stream (as shown in diagram) reflect cyclonic filaments of vorticity. Their motion induces upper-level wind divergence, lifting and cooling the air ahead (downstream) of the trough and helping to produce cloudy and rain conditions there. Unlike fronts, there is not a universal symbol for a trough on a surface weather analysis chart. The weather charts in some countries or regions mark troughs by a line. In the United States, a trough may be marked as a dashed line or bold line. In the UK, Hong Kong ...

Cold Front
A cold front is the leading edge of a cooler mass of air at ground level that replaces a warmer mass of air and lies within a pronounced surface trough of low pressure. It often forms behind an extratropical cyclone (to the west in the Northern Hemisphere, to the east in the Southern), at the leading edge of its cold air advection pattern—known as the cyclone's dry "conveyor belt" flow. Temperature differences across the boundary can exceed from one side to the other. When enough moisture is present, rain can occur along the boundary. If there is significant instability along the boundary, a narrow line of thunderstorms can form along the frontal zone. If instability is weak, a broad shield of rain can move in behind the front, and evaporative cooling of the rain can increase the temperature difference across the front. Cold fronts are stronger in the fall and spring transition seasons and are weakest during the summer. Development of cold fronts A cold front occurs wh ...

Extratropical Cyclone
Extratropical cyclones, sometimes called mid-latitude cyclones or wave cyclones, are low-pressure areas which, along with the anticyclones of high-pressure areas, drive the weather over much of the Earth. Extratropical cyclones are capable of producing anything from cloudiness and mild showers to severe gales, thunderstorms, blizzards, and tornadoes. These types of cyclones are defined as large scale (synoptic) low pressure weather systems that occur in the middle latitudes of the Earth. In contrast with tropical cyclones, extratropical cyclones produce rapid changes in temperature and dew point along broad lines, called weather fronts, about the center of the cyclone. Terminology The term " cyclone" applies to numerous types of low pressure areas, one of which is the extratropical cyclone. The descriptor ''extratropical'' signifies that this type of cyclone generally occurs outside the tropics and in the middle latitudes of Earth between 30° and 60° latitude. They are term ...
