The 118th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It convened in Washington, D.C., on January 3, 2023, and ended on January 3, 2025, during the final two years of Joe Biden's presidency. In politics, gridlock or deadlock or political stalemate is a situation when there is difficulty passing laws that satisfy the needs of the people. A government is gridlocked when the ratio between bills passed and the agenda of the legislature decreases. Gridlock can occur when two legislative houses, or the executive branch and the legislature are controlled by different political parties, or otherwise cannot agree.
