2023 Russia–Africa Summit
The second Russia–Africa Summit was held at the Expo Forum in St. Petersburg on 27 and 28 July 2023, following its postponement, having been originally scheduled for October 2022 at the African Union headquarters in Addis Ababa, Ethiopia. Attended by 49 delegations, only 17 heads of state participated in the summit, with 43 previously attending in the first summit in 2019. The summit was attended by Yevgeny Prigozhinleader of Wagner Group at the timein one of his first, and final, public appearances in Russia since launching an unsuccessful rebellion. His Wagner mercenaries have supported the interests of the Russian government in several African countries. Putin said that Russia has written off $23 billion of African debt. Debt Of Developing Countries
The debt of developing countries usually refers to the external debt incurred by governments of developing countries. There have been several historical episodes of governments of developing countries borrowing in quantities beyond their ability to repay. "Unpayable debt" is external debt with interest that exceeds what the country's politicians think they can collect from taxpayers, based on the nation's gross domestic product, thus preventing it from ever being repaid. The debt can result from many causes. Some of the high levels of debt were amassed following the 1973 oil crisis. Increases in oil prices forced many poorer nations' governments to borrow heavily to purchase politically essential supplies. At the same time, OPEC funds deposited and "recycled" through western banks provided a ready source of funds for loans. Filipe Jacinto Nyusi (; born 12 February 1959) is a Mozambican politician serving as the fourth President of Mozambique since 2015. He is the current leader of FRELIMO, the party that has governed Mozambique since its independence from Portugal in 1975. Additionally, he has served as the Chairman of the Southern African Development Community since August 2020. Colonel Assimi Goïta (born 1983) is a Malian military officer who has been interim President of Mali since 28 May 2021. Mohamed Yunus al-Menfi ( ar, محمد يونس المنفي; born 3 March 1976) is a Libyan diplomat and politician from Tobruk.
