2022 Kazakh Constitutional Referendum
A constitutional referendum in Kazakhstan, locally called the Republican referendum (; ), was held on 5 June 2022. It was the third referendum since Kazakhstan's independence in 1991, and the first since the 1995 referendum that established the current constitution. The amendments followed violent civil unrest in early January caused by worsening economic conditions and subsequent calls for rapid political reform. The referendum changed 33 of the document's 98 articles. Political commentators assessed that amendments would lessen the influence of the executive branch, grant more powers to the Parliament, and eliminate the powers that former president Nursultan Nazarbayev had retained after resigning from office in 2019. President Kassym-Jomart Tokayev unveiled the proposed amendments during his early State of the Nation Address in March 2022. After Tokayev's announcements, he subsequently formed a working group in forming proposals for the constitutional changes along with th ... 2005 Kazakh Presidential Election
Presidential elections were held in Kazakhstan on 4 December 2005. Incumbent president Nursultan Nazarbayev, in power since 1989, sought and won a 3rd term against four other candidates. Opposition candidates were allowed some access to the mass media, but this was still restricted. According to western election observers, opposition candidates also suffered considerable harassment. The Organization for Security and Co-operation in Europe (OSCE) criticized the elections, calling them unfair, but noted improvements. Background On 22 June 2000, the Constitutional Council ruled that the President Nursultan Nazarbayev who was reelected in 1999 for second term, was in fact serving his first term due to the newly adopted Kazakhstan Constitution in 1995, which happened before his reelection bid. As a result, Nazarbayev was eligible to run for ''de facto'' third term. Prominent Kazakh official, Zharmakhan Tuyakbay, resigned as the Chair of the Mazhilis on 14 October 2004 after accusing ... Semi-presidential System
A semi-presidential republic, is a republic in which a president exists alongside a prime minister and a cabinet, with the latter two being responsible to the legislature of the state. It differs from a parliamentary republic in that it has a popularly elected head of state and from the presidential system in that the cabinet, although named by the president, is responsible to the legislature, which may force the cabinet to resign through a motion of no confidence. While the Weimar Republic (1919–1933) and Finland (from 1919 to 2000) exemplified early semi-presidential systems, the term "semi-presidential" was first introduced in 1959 in an article by journalist Hubert Beuve-Méry, and popularized by a 1978 work written by political scientist Maurice Duverger, both of whom intended to describe the French Fifth Republic (established in 1958). Definition Maurice Duverger's original definition of semi-presidentialism stated that the president had to be elected, possess signi ... The root of the word is Proto-Mongolic *''kura-'', *''kurija-'' "to collect, to gather" from which is formed ''khural'' meaning "meeting" or "assembly" in Turkic and Mongolian languages.
