Lubabalo Oscar Mabuyane (born 24 February 1974) is a South African politician who has been serving as the seventh Premier of the Eastern Cape since May 2019. He was previously Member of the Executive Council (MEC) for Economic Development, Environmental Affairs and Tourism in the Eastern Cape provincial government from May 2018 to May 2019. Formerly a businessman and aide to politician Enoch Godongwana, Mabuyane rose to political prominence through the African National Congress (ANC) and ANC Youth League in the Eastern Cape. The Eastern Cape is one of the provinces of South Africa. Its capital is Bhisho, but its two largest cities are East London and Gqeberha. The second largest province in the country (at 168,966 km2) after Northern Cape, it was formed in 1994 out of the Xhosa homelands or bantustans of Transkei and Ciskei, together with the eastern portion of the Cape Province. The central and eastern part of the province is the traditional home of the indigenous Xhosa people. In South Africa, a Premier is the head of government of one of South Africa's Provinces of South Africa, nine provinces. The Premier of a province plays for that province a role similar to that played by the President of South Africa, President for the country as a whole. The National Assembly is the directly elected house of the Parliament of South Africa, located in Cape Town, Western Cape. It consists of four hundred members who are elected every five years using a party-list proportional representation system where half of the members are elected proportionally from nine provincial lists and the remaining half from national lists so as to restore proportionality. The National Assembly is presided over by a Speaker, assisted by a Deputy Speaker. Nkosiyakhe Amos Masondo (born 21 April 1953 in Louwsburg) is a South African politician, who has served as the Chairperson of South Africa's National Council of Provinces since 23 May 2019. He was the mayor of the city of Johannesburg, South Africa, between December 2000 and 2011. He is a member of the African National Congress, and was the first elected mayor of the Unified City of Johannesburg. National Council Of Provinces
The National Council of Provinces (NCOP) is the upper house of the Parliament of South Africa under the (post-apartheid) constitution which came into full effect in 1997. It replaced the former Senate, but is very similar to that body, and to many other upper houses of legislatures throughout the world, in that its purpose is to represent the governments of the provinces, rather than directly representing the people. Composition The NCOP consists of ninety delegates, ten delegates for each of the nine provinces regardless of the population of the province. Each province is equally represented in the NCOP. A provincial delegation is composed of six permanent delegates and four special delegates.
