2021 Durham Mayoral Election
The 2021 Durham, North Carolina mayoral election was held on November 2, 2021, to elect the next mayor of Durham, North Carolina. Mayor Steve Schewel was elected with 59.5 percent of the vote in 2017 and reelected with 83.4 percent in 2019. On May 27, 2021, Schewel announced that he would not seek a third term. Seven candidates filed to run in this election to succeed Schewel as mayor. Schewel endorsed city council member Javiera Caballero to be his successor. Durham's longest-serving mayor, Bill Bell, endorsed former superior court judge Elaine O'Neal. Caballero and O'Neal were considered the two frontrunners in the election. A nonpartisan blanket primary was held on October 5, 2021. The top two candidates from the primary, Elaine O'Neal and Javiera Caballero, advanced to the general election ballot. Elaine O'Neal (born 1962) is an American attorney, academic administrator, judge, and politician serving as the mayor of Durham, North Carolina. O'Neal is the city's first female African-American mayor. Prior to serving as mayor, O'Neal was the first woman appointed as chief district court judge in Durham County and the first woman North Carolina Superior Court judge in Durham County. She served as an interim dean of the North Carolina Central University School of Law in 2018. Early life and education O'Neal was born in Durham in 1962 and grew up in the West End community, spending much of her childhood at the Pauli Murray Family Home. She is the youngest of five children. Javiera Caballero
Javiera Caballero (born 1978) is a Chilean-born American politician and former educator. She is the first Latina member of the Durham City Council, having been appointed to the council in 2018. In 2021, she had an unsuccessful campaign to run for Mayor of Durham, but lost to Elaine O'Neal. Early life and education Caballero was born in Santiago de Chile in 1978. When she was two years old, her family immigrated to the United States, where her father was completing a graduate school program, in order to escape the Chilean military dictatorship. They settled in Charlotte, North Carolina and lived in a neighborhood that suffered from gang violence. Steve Schewel
Stephen M. Schewel (born 1951) is an American politician, businessman, and academic. A Democrat, he is the former Mayor of Durham, North Carolina and formerly served on the Durham City Council and as the Vice Chair of the Durham Public School Board. Schewel is also a faculty member at Duke University's Sanford School of Public Policy and a former faculty member at North Carolina Central University. He founded the weekly newspaper ''Indy Week'' in 1983, and served as its president until he sold the paper in 2012. In 2010 he co-founded the Hopscotch Music Festival. William V. Bell is an American politician and engineer who served as the mayor of Durham, North Carolina. Formerly a senior engineer for IBM, Bell was first elected to the Durham County Board of Commissioners in 1972, where he served until 1994, and again from 1996 to 2000.
