2021 Albanian Parliamentary Election
Parliamentary elections were held in Albania on 25 April 2021. It took place during the COVID-19 epidemic. Background In the previous parliamentary elections in 2017, the Socialist Party won a majority with 74 of the 140 seats. In second place was the Democratic Party with 43 seats. Electoral system The 140 members of Parliament were elected in twelve multi-member constituencies based on the twelve counties by open list using proportional representation (using a 1% national electoral threshold) with seats allocated using the d'Hondt method. Significant changes to the electoral system were made a year before the 2021 elections by the Albanian parliament by amending several articles of the constitution. 2017 Albanian Parliamentary Election
Parliamentary elections were held in Albania on 25 June. They had initially been scheduled for 18 June, but after a possible boycott was announced by opposition parties during a political crisis that lasted three months, an agreement was reached between all parties on 18 May to change the date. The Socialist Party won 74 of the 140 seats. Background The previous parliamentary elections were held on 23 June 2013 and resulted in a victory for the Socialist Party of Albania-led Alliance for a European Albania, which received 57.6% of the vote, winning 83 of the 140 seats. The opposition Alliance for Employment, Prosperity and Integration headed by Lulzim Basha of the Democratic Party received almost 39.5% of the vote and won the other 57 seats. 2019 Albanian local elections were a set of elections in Albania held on 30 June 2019. Voters were asked to elect mayors, municipal council members, municipal unit mayors and municipal unit members. These were the second local elections in Albania since substantial administrative reforms legislated in 2014 reduced the number of municipalities in the country to 61. The Central Election Commission of Albania was responsible for administrating the elections. The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. Open List
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list.
