2020 Cameroonian Parliamentary Election
Parliamentary elections were held in Cameroon on 9 February 2020, together with municipal elections. The Cameroon People's Democratic Movement retained its majority in parliament, winning 139 of the 167 seats decided on election day. Background The elections had originally been scheduled for 2018. However, in June 2018 President Paul Biya sent a letter to leader of the Senate seeking to delay the elections until October 2019. On 2 July 2019 parliament voted to extend its mandate by twelve months. Ahead of that date the following June, documents leaked on social media purporting to show Biya's negotiations with parliamentary leaders to further delay parliamentary elections to coincide with municipal elections in February 2020. The ongoing Anglophone Crisis dominated the process, with supporters of Ambazonia calling for a boycott of the election. 2013 Cameroonian Parliamentary Election
Parliamentary elections were held in Cameroon on 30 September 2013, alongside local elections. They were originally scheduled for July 2012, February 2013 and July 2013, but were repeatedly postponed. Background Following a controversial presidential election in 2011, Islamic and Christian leaders met with Samuel Fonkam Azu'u, the head of the electoral commission ELECAM, in order to push for reforms demanded by the opposition. The measures included: biometric registration of voters as the previous election had multiple and non-existing voters, a single ballot paper for presidential elections, eligibility of independent candidates, eligibility of 18-year-olds to vote from the current 20 minimum requirement, recompilation of voter registers, two-round presidential election, establishing an electoral calendar, "harmonisation" of electoral laws and a "truly independent" electoral commission. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. This usually favours the largest party and parties with strong regional support to the detriment of smaller parties without a geographically concentrated base. The Cameroon Democratic Union (french: Union Démocratique du Cameroun) is a political party in Cameroon. It was founded by Adamou Ndam Njoya, a former Minister of National Education under President Ahmadou Ahidjo, on 26 April 1991. The CDU boycotted the March 1992 parliamentary election, along with the Social Democratic Front (SDF) due to the government's failure to meet opposition demands, which included the establishment of an independent electoral commission to oversee the election. In the May 1997 parliamentary election, the UDC won five seats, all of them in Noun Department in the West Province. It then boycotted the October 1997 presidential election, along with the Social Democratic Front (SDF) and the National Union for Democracy and Progress (UNDP). The Hare quota (also known as the simple quota) is a formula used under some forms of proportional representation. In these voting systems the quota is the number of votes that guarantees a candidate, or a party in some cases, captures a seat. The Hare quota is the total number of votes divided by the number of seats to be filled. This is the simplest quota, but the Droop quota is mostly used currently. The Hare quota can be used in the single transferable vote (STV-Hare) system and the largest remainder method (LR-Hare) and other quota rule compatible methods of party-list proportional representation.
