2019 Uruguayan Constitutional Referendum
The 2019 Uruguayan constitutional referendum, officially referred to as the referendum for constitutional reform on security matters ( es, plebiscito de reforma constitucional en materia de seguridad), took place alongside general election of that year, on 27 October 2019, to ask the electorate whether a constitutional reform in public security should be approved. The proposed amendments to the Constitution would create a national guard, forbid early release for some serious crimes, introduce life sentences for crimes of rape, sexual abuse or homicide of minors as well as aggravated homicide of adults, and allow the police to conduct night raids. The referendum resulted in 46.8% of the votes cast in favor of amending the Constitution; however, not reaching the necessary 50%, the amendment was not approved, being rejected by 53.7% of the votes. 2019 Uruguayan General Election
General elections were held in Uruguay on Sunday, 27 October 2019 to elect the President and General Assembly. As no presidential candidate received a majority in the first round of voting, a runoff election took place on 24 November. In the 2014 elections, the left-wing Broad Front had won a third consecutive election with absolute majorities in both houses of the General Assembly. The Broad Front's term in office еarned support through the creation of a large welfare system, but at the same time was undermined by an increasing budget deficit, along with rising unemployment and a spike in violence. The election campaign focused primarily around the issue of crime, with each party proposing different solutions. Luis Alberto Aparicio Alejandro Lacalle Pou (; ''Luis Lacalle'' locally or ; born 10 August 1973) is a Uruguayan politician and lawyer serving as President of Uruguay since 1 March 2020. Son of former president Luis Alberto Lacalle, Lacalle Pou attended The British Schools of Montevideo and graduated from Catholic University of Uruguay in 1998 with a law degree. A member of the National Party, he was first elected to the Chamber of Representatives at the 1999 election as a National Representative for the Canelones Department, a position he held from 2000 to 2015. Tabaré Vázquez
Tabaré Ramón Vázquez Rosas (; ''Vázquez Rosas'' locally ; 17 January 19406 December 2020) was a Uruguayan politician who served as the 41st president of Uruguay from 2015 to 2020. He previously served from 2005 to 2010 as the 39th president. A physician (oncologist), he was a member of the leftist Broad Front coalition. Before his first presidential term, Vázquez was president of the Club Progreso team and made two unsuccessful presidential bids in 1994 and 1999. He served as Intendant of Montevideo between 1990 and 1994 shortly before his first presidential campaign. Vázquez was first elected president on 31 October 2004 and took office on 1 March 2005. Julio María Sanguinetti Coirolo (; born 6 January 1936 in Montevideo, Uruguay) is a Uruguayan politician, lawyer and journalist, who twice served as President of Uruguay (from March 1985 until March 1990, and again, from March 1995 until March 2000) for the Colorado Party (Uruguay), Partido Colorado. A lawyer and journalist by profession, he was born into a middle-class family of Italian origin from Genoa. He studied Law and Social Sciences at the University of the Republic. Avenida 18 de Julio, or 18 de Julio Avenue, is the most important avenue in Montevideo, Uruguay. It is named after the date on which the country's first Constitution was sworn in, on July 18, 1830. It starts from Plaza Independencia at the limits of the Ciudad Vieja (the Old City), crosses the barrios Centro and Cordón and ends at the Obelisk of Montevideo in Tres Cruces, where it meets Artigas Boulevard. Ernesto Talvi Pérez (born June 10, 1957 in Montevideo) is a Uruguayan economist. He served as Minister of Foreign Relations of Uruguay from 1 March to 6 July 2020. Early life Born to a Macedonian-born father and a Cuban mother, both of Sephardic (Turkish-Jewish) descent, Talvi attended The British Schools of Montevideo, afterwards he graduated from the University of the Republic and the University of Chicago. Guido Manini Ríos
Guido Manini Stratta (born 8 December 1958) is an Uruguayan politician and retired general officer who served as Commander-in-Chief of the National Army, serving in this post from 1 February 2015 until being sacked by the president on 12 March 2019. In 2019, he joined the newly founded Open Cabildo party. He ran for president and Senator in the 2019 Uruguayan general election.
