2019 Baguio Local Elections
Local elections were held in Baguio on Monday, May 13, 2019, as a part of the 2019 Philippine general election. Voters elected candidates for the local elective posts in the city: the mayor, vice mayor, the congressman, and the twelve councilors Retired police general Benjamin Magalong won the mayoralty race, beating outgoing vice mayor Edison Bilog, while outgoing mayor Mauricio Domogan lost to incumbent representative Mark Go, marking the first defeat in his political career. Benjamin Magalong
Benjamin "Benjie" Bañez Magalong (born December 15, 1960) is a Filipino politician and retired police officer serving as the mayor of Baguio since 2019. Before entering politics, he served in the Philippine Constabulary and Philippine National Police (PNP) for 38 years. He was the chief of the Cordillera regional police office, the Criminal Investigation and Detection Group (CIDG), and the Directorate for Investigation and Detective Management (DIDM). He retired with the rank of Police Deputy Director General as the PNP's Deputy Chief for Operations. Born and raised in Baguio, Magalong graduated from the Philippine Military Academy in 1982. He first served in Abra and Agusan del Norte before joining the Special Action Force (SAF) and heading its Special Operations Battalion from 1997 to 2001. Mauricio Domogan
Mauricio "Morris" Gamsao Domogan (born October 10, 1946) is a Filipino lawyer and politician and is the longest serving mayor of the city of Baguio. A member of the Lakas Kampi CMD party, Domogan served three terms as mayor of Baguio, initially as acting mayor from July to October 1992, and officially as the new mayor in October 1992 after succeeding the mayoralty post from Ramon Labo after he was disqualified due to his citizenship status, until 2001, and again from 2010 to 2019. He has also been elected to three terms as a Member of the House of Representatives of the Philippines, representing the Lone District of Baguio. He first won election to Congress in 2001, and was re-elected in 2004 and 2007. Baguio

Marquez "Mark" Ocampo Go (born September 28, 1952) is a Filipino businessman and politician. A member of the Nacionalista Party, he is the incumbent representative of the legislative district of Baguio since 2016. He is also an outstanding citizen of Baguio awardee in 1998. Multiple Non-transferable Vote
The multiple non-transferable vote (MNTV) is a group of voting system, in which voters elect several representatives at once, with each voter having more than one vote. MNTV uses multi-member electoral districts or only one district, which contains all voters, which is used to provide at-large representation. MNTV systems are not designed towards obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties (especially for example where those parties have party lines which are whipped) the most popular party in the district sees its full slate of candidates elected, resulting in a landslide.
