2019 Andorran Local Elections
The 2019 Andorran local elections were held on 15 December, to elect all councillors in the seven parishes of Andorra. Electoral system Voters elected the members of the municipal councils (''consells de comú'' in Catalan). The Electoral Law allows the municipal councils to choose their numbers of seats, which must be an even number between 10 and 16. All city council members were elected in single multi-member districts, consisting of the whole parish, using closed lists. Half of the seats were allocated to the party with the most votes. The other half of the seats were allocated using the Hare quota (including the winning party). With this system the winning party obtained an absolute majority. The ''cònsol major'' (mayor) and the ''cònsol menor'' (deputy mayor) will be elected indirectly by the municipal councillors after the election. Parishes Of Andorra
Andorra consists of seven communities known as parishes ( ca, parròquies, singularparròquia). Until relatively recently, it had only six parishes; the seventh, Escaldes-Engordany, was created in 1978. Overview Andorra la Vella is the capital of Andorra. Some parishes have a further territorial subdivision; Ordino, La Massana and Sant Julià de Lòria are subdivided into ''quarts'' (quarters), while Canillo is subdivided into 10 ''veïnats'' (neighborhoods). Those mostly coincide with villages, which are found in all parishes. Each parish has its own elected mayor who is the nominal head of the local government known as a ''comú'' in Catalan. The Liberals of Andorra ( ca, Liberals d'Andorra, LA) is a conservative-liberal political party in Andorra. It is a member of the Liberal International and the Alliance of Liberals and Democrats for Europe. History The party was established as the Liberal Union () in 1992 by Marc Forné Molné. Conxita Marsol Riart
Conxita Marsol i Riart (born 27 August 1960), is an Andorran lawyer and politician. Since the end of 2015 she has been the Cònsol Major ("Mayor") of Andorra la Vella. Life Born in Artesa de Segre, Spain, on 27 August 1960, her family soon moved to Andorra. She graduated in Laws from the University of Barcelona in the Faculty of Lleida and she was awarded a degree in Andorran Law. She became the general secretary of the Council of Andorra la Vella when she was 24 and she carried out role until 2004. She was supported by Manel Pons, Lluís Viu and Conxita Mora. In 2004 she founded her own Law firm. Political career In the 2005 Andorran parliamentary election she was elected general counselor and became the first and only woman to be president of a parliamentary group, the Liberal, between April 2005 and May 2009. The Committed Citizens ( ca, Ciutadans Compromesos; CC) is a social liberal Andorran political party founded in 2011 for the municipal elections in La Massana. History The party's first election is the municipal election in La Massana. CC obtains almost 50% of the votes in the ballot, ahead of the 3 other lists and obtains 9 of the 12 advisers. La Massana (; originally ''La Maçana'') is one of the seven parishes of Andorra, parishes of the Principality of Andorra. It is located in the northwest of the country. La Massana is also the name of the main town of the parish. The name Massana derives from the Latin name ''mattianam'' for a variety of apple. Other settlements in the parish are Pal, Andorra, Pal, Arinsal, Erts, Sispony, Anyós, L'Aldosa de la Massana, Puiol del Pui, Escàs, Els Plans, Mas de Ribafeta, Xixerella and Pui.
