2015 Bulgarian Local Elections
Local elections were held in all municipalities in Bulgaria on 25 October 2015 (first round) and on 1 November 2015 (second round). Voters elected municipal mayors, village mayors and members of municipal councils of 265 municipalities. They were held alongside a referendum on the electoral code. Background The local elections took place after two years of political instability and it was a test for the one year old fragile ruling central-right coalition led by GERB party. Analysts expected the elections to bring a serious changes in the government of Boyko Borisov. A national referendum was also scheduled together with the local elections. The referendum was initiated by the President of Bulgaria, Rosen Plevneliev on online voting, after the other two questions about mandatory voting and majority rep ware rejected by the parliament. 2015 Bulgarian Electoral Code Referendum
A referendum on introducing electronic voting was held in Bulgaria on 25 October 2015 alongside local elections. Although the referendum resulted was approved by a wide margin, turnout was far below the required threshold to make its result binding. Background A petition was introduced into the Bulgarian Parliament on 10 March 2013 by an Initiative Committee presided by professor Georgi Bliznashki on proposed changes to the electoral code of Bulgaria. These included: reintroducing first-past-the-post voting alongside proportional representation, making voting compulsory and introducing electronic voting. Under current Bulgarian law a referendum is mandatory if a petition receives at least five hundred thousand signatures. Supporters claimed to have 560,000 signatures on the petition, giving Parliament three months (until early June) to authenticate the signatures. Boyko Borisov
Boyko Metodiev Borisov ( bg, Бойко Методиев Борисов, ; born 13 June 1959) is a Bulgarian politician who served as the prime minister of Bulgaria from 2009 to 2013, 2014 to 2017, and 2017 to 2021, making him Bulgaria's second-longest serving prime minister to date. Borisov was elected Mayor of Sofia in 2005. In December 2005, he was the founding chairman of the conservative political party Citizens for European Development of Bulgaria (GERB), becoming its lead candidate in the 2009 general election. Borisov led GERB to a landslide victory in 2009, defeating the incumbent Socialist Party, and resigned as mayor of Sofia to be sworn in as Prime Minister. Rosen Plevneliev
Rosen Asenov Plevneliev ( bg, Росен Асенов Плевнелиев ; born 14 May 1964) is a Bulgarian politician who was the 4th President of Bulgaria, holding the position from January 2012 to January 2017. He was the Minister of Regional Development and Public Works from July 2009 to September 2011 as part of the cabinet of Boyko Borisov. In October 2011, Plevneliev was elected as President in a second round of voting; he was inaugurated on 18 January 2012. Biography Rosen Plevneliev was born in Gotse Delchev. His mother, Slavka Plevnelieva, was a teacher, and his father, Asen Plevneliev, was an activist of the Communist Party. He relocated to Blagoevgrad alongside his parents when he turned 10 years old. GERB ( bg, ГЕРБ, translation=coat of arms, acronym for Citizens for European Development of Bulgaria) is a conservative, Populism, populist List of political parties in Bulgaria, political party which was the ruling party of Bulgaria between 2009 and 2021. History GERB is headed by former Prime Minister of Bulgaria Boyko Borisov, the former List of mayors of Sofia, mayor of Sofia, former member of the National Movement Simeon II and former personal guard of Todor Zhivkov in the 1990s.
