2013 Tanna By-election
A by-election was held in the Tanna constituency in Vanuatu on 27 May 2013. It followed the death of incumbent MP Harry Iauko, who was also the Minister for Infrastructure, Public Utilities and Public Service. Context Tanna is a multiseat constituency, electing seven representatives to the national Parliament in each general election. It is a rural constituency; Vanuatu as a whole has only two towns ( Port Vila and Luganville), neither of which is located on this island. In the October 2012 general election, Harry Iauko, an incumbent minister in Prime Minister Sato Kilman's government, had retained the seat comfortably, coming second with 1,054 votes, behind Union of Moderate Parties candidate Silas Yatan (1,067) and just ahead of independent candidate Richard Namel (922). The lowest placed of the seven elected candidates was Joe Natuman (Vanua'aku Party), with 764 votes, partly because his party had fielded several candidates. Tanna (island)
Tanna (sometimes misspelled ''Tana'') is an island in Tafea Province of Vanuatu. Name The name ''Tanna'', first cited by James Cook, is derived from the word ''tana'' in the Kwamera language, meaning "earth". Etymologically, ''Tanna'' goes back to Proto-Oceanic *''tanoq'', from Proto-Malayo-Polynesian * ''taneq'', with the same meaning. Geography It is long and wide, with a total area of . Its highest point is the summit of Mount Tukosmera in the south of the island. Joe Natuman
Joe Natuman (born 24 November 1952) is a Vanuatuan politician of the Vanua'aku Pati and former Prime Minister of Vanuatu. He is a graduate of the University of the South Pacific, and was also an exchange student at the University of Papua New Guinea. In the 1980s, he worked in the highest ranks of the civil service, culminating with the position of First Secretary to the Prime Minister's Office from 1987 to 1991, at the time of Prime Minister Walter Lini. He then worked as assistant registrar at the University of the South Pacific in Suva, Fiji, until 1995. He entered national politics when he was elected MP for Tanna, representing the Vanua'aku Pati, in the 1995 general election. He has been continuously re-elected since. Edward Nipake Natapei Tuta Fanua`araki (17 July 1954 – 28 July 2015) was a Vanuatuan politician. He was the prime minister of Vanuatu on two occasions, and was previously the minister of Foreign Affairs briefly in 1991, the acting president of Vanuatu from 2 March 1999 to 24 March 1999 (during a time in which he was the speaker of Parliament) and the deputy prime minister. Moana Carcasses Kalosil (born 27 January 1963) is a Vanuatuan politician. He was Prime Minister of Vanuatu from March 2013 to May 2014. He was the first naturalized citizen of Vanuatu to become the country's prime minister. Carcasses was ousted as prime minister in 2014 in a motion of no-confidence, but returned to government in 2015 as Deputy Prime Minister in the government of Sato Kilman. The Green Confederation ( bi, Vanuatu Grin Konfederesen, french: Confédération des Verts Vanuatu; sometimes seen as the Greens Confederation or Vanuatu Green Confederation) is a green political party in Vanuatu. Aiding and abetting is a legal doctrine related to the guilt of someone who aids or abets (encourages, incites) another person in the commission of a crime (or in another's suicide). It exists in a number of different countries and generally allows a court to pronounce someone guilty for aiding and abetting in a crime even if they are not the principal offender. The words aiding, abetting and accessory are closely used but have differences. While aiding means providing support or assistance to someone, committing a crime in exchange of a commission or compensation, abetting means encouraging someone else to commit a crime.
