2013 Luxembourg General Election
Early general elections were held in Luxembourg on 20 October 2013. The elections were called after Prime Minister Jean-Claude Juncker, at the time the longest-serving head of government in the European Union, announced his resignation over a spy scandal involving the Service de Renseignement de l'État (SREL). The review found Juncker deficient in his control over the service. Although the elections saw Juncker's Christian Social People's Party (CSV) lose three seats, but remain the largest party in the Chamber of Deputies with 23 of the 60 seats, Xavier Bettel of the Democratic Party (DP) succeeded him as Prime Minister. Background After a spy scandal involving the Service de Renseignement de l'État illegally wiretapping politicians, the Grand Duke and his family, as well as allegations of paying for favours in exchange for access to government ministers and officials leaked through the press, Prime Minister Juncker submitted his resignation to the Grand Duke on 11 July ...

It has four seats in the sixty-seat Chamber of Deputies, making it the fifth-largest party. In the 1989 election, it won four seats, and established itself as a political force. Its significance on a national level makes it the most successful pensioners' party in western Europe. Political success has required the ADR to develop positions on all matters of public policy, developing an anti-establishment, conservative platform. It h ...

Hagenbach-Bischoff Quota
The Hagenbach-Bischoff quota (also known as the Newland-Britton quota or the exact Droop quota, as opposed to the more common rounded Droop quota) is a formula used in some voting systems based on proportional representation (PR). It is used in some elections held under the largest remainder method of party-list proportional representation as well as in a variant of the D'Hondt method known as the Hagenbach-Bischoff system. The Hagenbach-Bischoff quota is named for its inventor, Swiss professor of physics and mathematics Eduard Hagenbach-Bischoff (1833–1910) The Hagenbach-Bischoff quota is sometimes referred to as the 'Droop quota' and vice versa (especially in connection with the largest remainder method) because the two are very similar. However, under the Hagenbach-Bischoff and any smaller (e.g. the Imperiali) quota it is theoretically possible for more candidates to reach the quota than there are seats, whereas under the slightly larger Droop quota, this is mathematically ...

Constituencies Of Luxembourg
Constituencies ( lb, Walbezierk; french: Circonscription électorale; german: Wahlkreis) are used to elect representatives ('deputies') to Luxembourg's unicameral national legislature, the Chamber of Deputies. Electoral law in Luxembourg is dictated by Articles 51, 52, and 53 of the Constitution. The number of deputies is set at sixty, and boundaries of the constituencies are based on administrative cantonal boundaries. As a result, the constituencies have greatly differing populations, so each elects a different number of deputies, dependent upon the share of the national population. Suffrage is universal and compulsory amongst adult resident citizens not otherwise disqualified.Constitution, Articles 52(1), 52(2). Luxembourg's electoral system is a form of the Hagenbach-Bischoff system (a variant of the D'Hondt method), which allocates seats to party lists by proportion of the votes won in each constituency. Under Luxembourg's system, each citizen may vote for as many candidates ...

Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. "Proportional" electoral systems mean proportional to ''vote share'' and ''not'' proportional to population size. For example, the US House of Representatives has 435 districts which are drawn so roughly equal or "proportional" numbers of people live within each district, yet members of the House are elected in first-past-the-post elections: first-past-the-post is ''not'' proportional by vote share. The ...
