2012 Papua New Guinean General Election
General elections were held in Papua New Guinea from 23 June until around 13 July 2012, after being postponed by a further week to allow for security personnel to criss-cross the country, particularly the highland provinces. The elections followed controversy over incomplete electoral rolls and a constitutional crisis caused by a dispute over the office of prime minister between Michael Somare and Peter O'Neill. Background In 2011 a dispute arose between Sir Michael Somare and Peter O'Neill over who was the legitimate prime minister. Somare was backed by the Supreme Court, while O'Neill gained the support of a majority of the parliament, the Army and the civil service. Social Democratic Party (Papua New Guinea)
The Social Democratic Party is a political party in Papua New Guinea. It was founded in June 2010 by Port Moresby Governor Powes Parkop. It won three seats at the 2012 election: Parkop (National Capital District Provincial), Justin Tkatchenko (Moresby South Open) and Joseph Yopyyopy (Wosera-Gawi). It supported the government of Prime Minister Peter O'Neill, and Tkatchenko was appointed as Minister for Sport. Paias Wingti
Paias Wingti (born 2 February 1951) is a Papua New Guinean politician. He served as the third Prime Minister of Papua New Guinea between 1985 and 1988, and again from 1992 to 1994. Early life and education Wingti hails from the Jika Tribe of the Western Highlands province, and was born in Moika village, near Mount Hagen. He did not go to school until the age of 10, but was later educated at Mount Hagen High School. He enrolled at the University of Papua New Guinea in Port Moresby in 1974, and first visited Australia as an Australian Union of Students delegate for the UPNG Student Representative Council. While doing his final year in Economics at university, he contested the 1977 election, and won the Hagen Open seat, joining Michael Somare's Pangu Party. People's Democratic Movement
The People's Democratic Movement is a political party in Papua New Guinea. It was founded by Paias Wingti in 1985, after his faction left the Pangu Party. Wingti served as prime minister from 1985 to 1988 and from 1992 to 1994. He was later replaced as leader by Mekere Morauta who also served as prime minister during his leadership of the PDM from 1999 to 2002. The party won 13 of 109 seats at the 2002 general election. It became the second largest party in Parliament, but the largest party, the National Alliance Party led by Michael Somare formed the government. The PDM joined the opposition in the National Parliament. Before the 2007 general elections, Morauta lost the leadership of the party and founded his own party, the Papua New Guinea Party, while Wingti became the leader of the PDM again. Anderson Agiru
Anderson Pawa Agiru (died 28 April 2016) was a Papua New Guinean politician. He was the Governor of Southern Highlands Province from 1997 to 2002 and 2007 to 2012 and the Governor of Hela Province from its creation in 2012 until his death. His position had been disputed for the final five months of his life, with a December 2015 attempt to oust him by members of the Hela assembly - posthumously decided in Agiru's favour - still being determined in the National Court at the time of his death. People's United Assembly
The People's United Assembly is a political party in Papua New Guinea. It was formed in March 2012 by six sitting MPs, including Southern Highlands Governor Anderson Agiru, Pomio MP Paul Tiensten, Middle Rami MP Ben Semri, Kagua Erave MP James Lagea, and two others, with a ten-point policy platform. Agiru was selected as the leader of the new party. One such policy was the increased decentralisation of power away from Port Moresby, empowering district authorities and local level authorities. It was officially registered in May 2012, becoming the last new party to be registered in time for the 2012 election. The party was loyal to ousted National Alliance Prime Minister Michael Somare during the election, labelling him the legitimate Prime Minister. Gary Juffa
Gary Juffa is a Papua New Guinea politician and Member of the 10th Parliament of Papua New Guinea. He founded the People's Movement for Change party, of which he is the sole Member of Parliament. He was first elected to the 9th Parliament of Papua New Guinea as the Governor of Oro Province (also known as Northern Province) in July 2012. Early life and education Juffa has written of his childhood, where he accompanied his mother, who was a family planning coordinator, as she traveled around Papua New Guinea for employment. People's Movement For Change
People's Movement for Change is a political party in Papua New Guinea. It first contested the 2012 election, at which it won two seats: leader and former IRC commissioner Gary Juffa as Governor of Oro Province and former Port Moresby Rugby Football League chairman Labi Amaiu in Moresby Northeast Open. Amaiu crossed to the People's National Congress in January 2013, leaving Juffa as the party's sole member of parliament. Amaiu stated that he valued his former party and still had confidence in Juffa, but that he believed his people would benefit from the leadership of Prime Minister Peter O'Neill. New Generation Party (Papua New Guinea)
The New Generation Party is a political party in Papua New Guinea. It was established in 2006 by former Treasurer Bart Philemon and Lae businessman Bob Sinclair. It pledged to abolish provincial governments and administrators and ban the export of whole logs, switching to downstream processing of timber in Papua New Guinea. It stated that it would not work with the government of Michael Somare, and allied with Mekere Morauta's Papua New Guinea Party. It won four seats at the 2007 election, with Philemon becoming deputy opposition leader under Morauta. Allan Marat
Allan S. M. Marat CBE (born 28 September 1954) is a Papua New Guinean politician. He served as Minister for Justice and Attorney General in Prime Minister Michael Somare's Cabinet from August 2007 to May 2010. In May 2010, he publicly stated that major mining projects in the country brought little benefit to local communities, workers or businesses. He also "questioned legislation affecting the Ombudsman Commission". Prime Minister Somare consequently asked him to resign immediately, which he did. As a consequence of his resignation, Marat informed the Prime Minister that his Melanesian Liberal Party would "cut ties" with the government. The Melanesian Liberal Party is a political party in Papua New Guinea. The party won 2 out of 109 seats in the 2007 General Election. Following the 2007 Election, it initially supported Prime Minister Michael Somare's government, as Party leader Allan Marat was appointed Attorney-General and Justice Minister. In May 2010, however, Marat publicly criticised aspects of government policy, and resigned upon being asked to do so by the Prime Minister.
