The communes of Cambodia ( ''khum''/ ''sangkat'') are the third-level administrative divisions in Cambodia. They are the subdivisions of the districts and municipalities of Cambodia. Human Rights Party (Cambodia)
The Human Rights Party ( km, គណបក្សសិទ្ធិមនុស្ស) was a Cambodian political party founded on 22 July 2007 by Kem Sokha. Critics allege that its foundation is meant to weaken opposition parties and is driven by the ruling party. This sentiment, however, seems to be driven by the ruling party themselves as Kem Sokha has long been a very vocal critic of the ruling Cambodian People's Party. At the time of its foundation, the party claimed to have between 200,000 and 500,000 members nationwide. Human Rights Party is the first party in Cambodia to adopt the check and balance system, changing the culture of one-man-ruling parties, which most parties in Cambodia adopt. The Candlelight Party ( km, គណបក្សភ្លើងទៀន) is a liberal party in Cambodia. The party was a member of the Council of Asian Liberals and Democrats, Liberal International, and the Alliance of Democrats. It is the largest opposition party in Cambodia, and the main challenger to the ruling Cambodian People's Party. The party resumed political activity in October 2021 after being inactive since 2012. Commune Council (Cambodia)
There are 1,646 communes (''khums''/''sangkats'') in Cambodia. Each Commune Council ( km, ក្រុមប្រឹក្សាឃុំសង្កាត់) is composed of 5 to 11 members depending on demography and geography, elected through a proportional system where nationally registered political parties can compete by presenting a list of candidates of at least twice the number of seats in each Commune. There are no independent candidates. Commune councillors vote on their constituents' behalf in Senate elections. As such, a victory in communal elections would all but guarantee a majority in the Senate. There are currently 11,572 councillors from 1,646 communes. Kem Sokha ( km, កឹម សុខា; born 27 June 1953) is a Cambodia, Cambodian politician and activist who most recently served as the President of the Cambodia National Rescue Party (CNRP). He served as the Minority Leader (Cambodia), Minority Leader, the highest-ranking opposition parliamentarian, of the National Assembly of Cambodia, National Assembly from December 2016 to January 2017, and previously as the First Vice President of the National Assembly from August 2014 to October 2015.
