This is a list of notable events in the history of LGBT rights that took place in the year 2010. Events February * 2 – The United States Tax Court ruled in '' O'Donnabhain v. Commissioner'' that taxpayers may deduct the medical costs associated with treating gender identity disorder from their federal income taxes. March *1 – Crime Decree 2009 decriminalises in Fiji. United States Tax Court
The United States Tax Court (in case citations, T.C.) is a federal trial court of record established by Congress under Article I of the U.S. Constitution, section 8 of which provides (in part) that the Congress has the power to "constitute Tribunals inferior to the supreme Court". The Tax Court specializes in adjudicating disputes over federal income tax, generally prior to the time at which formal tax assessments are made by the Internal Revenue Service. Though taxpayers may choose to litigate tax matters in a variety of legal settings, outside of bankruptcy, the Tax Court is the only forum in which taxpayers may do so without having first paid the disputed tax in full. Parties who contest the imposition of a tax may also bring an action in any United States District Court, or in the United States Court of Federal Claims; however these venues require that the tax be paid first, and that the party then file a lawsuit to recover the contested amount paid (the "full payment rule" ... Men Who Have Sex With Men Blood Donor Controversy
Many countries have laws, regulations, or recommendations that effectively prohibit donations of blood or tissue for organ and corneal transplants from men who have sex with men (MSM), a classification of males who engage or have engaged in sex with other males, irrespective of their sexual activities with same-sex partners and of whether they identify themselves as bisexual or gay. Temporary restrictions are sometimes called "deferrals", since blood donors who are found ineligible may be found eligible at a later date. However, many deferrals are indefinite meaning that donation are not accepted at any point in the future, constituting a de facto ban. Even men who have monogamous relations with their same-sex partner are found ineligible. Restrictions vary from country to country, and in some countries practice of protected sex or periods of abstinence are not considered. Ban Ki-Moon
Ban Ki-moon (; ; born 13 June 1944) is a South Korean politician and diplomat who served as the eighth secretary-general of the United Nations between 2007 and 2016. Prior to his appointment as secretary-general, Ban was his country's Minister of Foreign Affairs and Trade between 2004 and 2006. Ban was the foreign minister of South Korea between 2004 and 2006. Ban was initially considered to be a long shot for the office of Secretary-General of the United Nations however, he began to campaign for the office in February 2006. As the foreign minister of South Korea, he was able to travel to all the countries on the United Nations Security Council, a maneuver that subsequently turned him into the campaign's front runner. United Nations Secretary General
The secretary-general of the United Nations (UNSG or SG) is the chief administrative officer of the United Nations and head of the United Nations Secretariat, one of the six principal organs of the United Nations. The role of the secretary-general and of the secretariat is laid out by Chapter XV (Articles 97 to 101) of the United Nations Charter. However, the office's qualifications, selection process and tenure are open to interpretation; they have been established by custom. Selection and term of office The secretary-general is appointed by the General Assembly upon the recommendation of the Security Council. As the recommendation must come from the Security Council, any of the five permanent members of the council can veto a nomination. Bingu Wa Mutharika
Bingu wa Mutharika (; born Brightson Webster Ryson Thom; 24 February 1934 – 5 April 2012) was a Malawian politician and economist who was President of Malawi from May 2004 until his death in April 2012. He was also President of the Democratic Progressive Party, which he founded in February 2005; it obtained a majority in Malawi's parliament in the 2009 general election. During his two terms in office, he was noted for being the Chairperson of the African Union in 2010–2011, as well as for several domestic controversies. In 2009, he purchased a private presidential jet for $13.26 million. This was followed almost immediately by a nationwide fuel shortage, which was officially blamed on logistical problems but was more likely due to the hard currency shortage caused by the freezing of aid by the international community. LGBT Rights In Malawi
Lesbian, gay, bisexual, and transgender (LGBT) persons in Malawi face legal challenges not experienced by non-LGBT residents. The Penal Code prohibits "carnal knowledge against the order of nature", attempts to commit "carnal knowledge against the order of nature", and acts of "gross indecency". In late December 2009, a trans woman, Tiwonge Chimbalanga, and a man, Steven Monjeza, were arrested after holding a traditional "engagement" party. On 18 May 2010, they were found guilty of having committed "unnatural offenses" and "indecent practices between males". On 29 May 2010, then President Bingu wa Mutharika pardoned both individuals. On 26 June 2021, the country's first ever Pride parade was held in Lilongwe, organised by the Nyasa Rainbow Alliance, with the 50+ attendees delivering a petition to the city's officials demanding marriage equality and better access to healthcare for LGBT people. Aníbal Cavaco Silva
Aníbal António Cavaco Silva, GCC, GColL, GColIH (; born 15 July 1939) is a Portuguese economist who served as the 19th president of Portugal, in office from 9 March 2006 to 9 March 2016. He had been previously prime minister of Portugal from 6 November 1985 to 28 October 1995. His 10-year tenure was the longest of any prime minister since António de Oliveira Salazar, and he was the first Portuguese prime minister to win an absolute parliamentary majority under the current constitutional system. Same-sex Marriage In Portugal
Same-sex marriage in Portugal has been legal since 5 June 2010. The XVIII Constitutional Government of Portugal under Prime Minister José Sócrates introduced a bill for legalization in December 2009. It was passed by the Assembly of the Republic in February 2010, and was declared legally valid by the Portuguese Constitutional Court in April 2010. On 17 May 2010, President Aníbal Cavaco Silva ratified the law, making Portugal the sixth country in Europe and the eighth country in the world to allow same-sex marriage nationwide. The law was published in the ''Diário da República'' on 31 May 2010 and became effective on 5 June 2010. ILGA-Europe
ILGA-Europe is the European region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association. It is an advocacy group promoting the interests of lesbian, gay, bisexual, trans and intersex (LGBTI) people, at the European level. Its membership comprises more than 500 organisations from throughout Europe and Central Asia. The association enjoys consultative status at the United Nations Economic and Social Council and participatory status at the Council of Europe. The Parliamentary Assembly of the Council of Europe (PACE) is the parliamentary arm of the Council of Europe, a 46-nation international organisation dedicated to upholding human rights, democracy and the rule of law.
