An election to all 28 seats on Dún Laoghaire–Rathdown County Council took place on 5 June 2009 as part of the 2009 Irish local elections. Councillors were elected from six local electoral areas for a five-year term of office on the electoral system of proportional representation by means of the single transferable vote (PR-STV). Dún Laoghaire–Rathdown County Council
Dún Laoghaire–Rathdown County Council ( ga, Comhairle Contae Dhún Laoghaire–Ráth an Dúin) is the authority responsible for local government in the county of Dún Laoghaire–Rathdown, Ireland. It is one of three local authorities that succeeded the former Dublin County Council on its abolition on 1 January 1994 and one of four councils in the old County Dublin. As a county council, it is governed by the Local Government Act 2001. The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 40 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of Cathaoirleach (Chairperson). Victor Boyhan
Victor Boyhan (born 30 April 1961) is an Irish Independent politician who has served as a Senator for the Agricultural Panel since April 2016. He is a former member of Dún Laoghaire–Rathdown County Council. He was first elected to Dún Laoghaire–Rathdown County Council for the Blackrock area at the 1999 local elections as a Progressive Democrats candidate. He lost his seat at the 2004 local elections but was re-elected in 2009 and 2014 as an independent candidate. He previously contested the 2011 general election for the constituency of Dún Laoghaire as an independent candidate and the Cultural and Educational Panel at the 2011 Seanad election, both unsuccessfully. Richard Humphreys (judge)
Richard Humphreys is an Irish judge and lawyer who has served as a Judge of the High Court since October 2015. He was previously a barrister, legal academic, political adviser, and was a member of Dún Laoghaire–Rathdown County Council for the Labour Party. Early life Humphreys attended St Michael's College, Dublin, graduating in 1984. He received BCL and LLM law degrees from University College Dublin in 1988 and 1989 respectively. While a student at UCD, Humphreys was the auditor of the L&H society between 1986 and 1987. During his term in charge of the society, it hosted the World Universities Debating Championship. Neale Richmond (born 15 March 1983) is an Irish Fine Gael politician who has served as Minister of State since 2023. He has been a Teachta Dála (TD) for the Dublin Rathdown constituency since the 2020 general election. He previously served as a Senator for the Labour Panel from 2016 to 2020. John Bailey (14 April 1945 – 9 July 2019) was an Irish Fine Gael politician who was a member of Dún Laoghaire–Rathdown County Council. Niamh Síle Bhreathnach (; born 1 June 1945) is a former Irish Labour Party politician who served as Minister for Education from 1993 to 1994 and 1994 to 1997. The 2009 Irish local elections were held in all the counties, cities and towns of the Republic of Ireland on Friday, 5 June 2009, on the same day as the European Parliament election and two by-elections ( Dublin South and Dublin Central).
