2008–09 Sri Lankan Provincial Council Elections
Sri Lanka has held several rounds of Provincial Council elections in 2008 and 2009 to elect members to eight of the country’s Provincial Councils. The decision to hold elections in different parts of the country on separate days was a break in the usual practice, which is to hold elections for the whole country on the same day. For each provincial council, members are elected to serve a five-year term. A chief minister for the province is chosen by the elected members. The first election was held in May 2008 to elect members to Sri Lanka's Eastern Provincial Council. In August 2008, elections were held in the North Central and Sabaragamuwa Provinces. In 2009, elections were held for Central and North Western Provincial Councils in February, for the Western Provincial Council in April, for the Uva Provincial Council in August and for the Southern Provincial Council in October. Mahinda Rajapaksa
Mahinda Rajapaksa ( si, මහින්ද රාජපක්ෂ, ta, மஹிந்த ராஜபக்ஷ; born Percy Mahendra Rajapaksa; 18 November 1945) is a Sri Lankan politician. He served as the President of Sri Lanka from 2005 to 2015; the Prime Minister of Sri Lanka from 2004 to 2005, 2018, and 2019 to 2022; the Leader of the Opposition from 2002 to 2004 and 2018 to 2019, and the Minister of Finance from 2005 to 2015 and 2019 to 2021. He has been a Member of Parliament (MP) for Kurunegala since 2015. Rajapaksa is a lawyer by profession and was first elected to the Parliament of Sri Lanka in 1970. He served as the leader of the Sri Lanka Freedom Party from 2005 to 2015. Rajapaksa was sworn in for his first six-year term as president on 19 November 2005. Northern Provincial Council
Northern Provincial Council ( ta, வட மாகாண சபை ''Vaṭa Mākāṇa Capai''; NPC) is the provincial council for the Northern Province in Sri Lanka. In accordance with the Sri Lankan constitution, NPC has legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services. The constitution also gives it powers over police and land but successive central governments have refused to devolve these powers to the provinces. North Central Province, Sri Lanka
North Central Province ( si, උතුරු මැද පළාත ''Uturumæda Paḷāta'', ta, வட மத்திய மாகாணம் ''Wada Maththiya Mākāṇam'') is one of the nine provinces of Sri Lanka, the first level administrative division of the country. A constitutional amendment is a modification of the constitution of a polity, organization or other type of entity. Devolve
Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Indo-Sri Lanka Accord
The Indo-Sri Lanka Peace Accord was an accord signed in Colombo on 29 July 1987, between Indian Prime Minister Rajiv Gandhi and Sri Lankan President J. R. Jayewardene. The accord was expected to resolve the Sri Lankan Civil War by enabling the thirteenth Amendment to the Constitution of Sri Lanka and the Provincial Councils Act of 1987.
