1996 Western Samoan General Election
General elections were held in Western Samoa on 26 April 1996. The result was a victory for the Human Rights Protection Party, which won 24 of the 49 seats. The Samoan National Development Party won 11 seats, the Samoa Liberal Party 1, and independents 13. Following the elections, the 12th Samoan Parliament was sworn in on 16 May 1996. The HRRP was able to form a government with the support of 10 independent MPs. Background During the previous election held in 1991, the ruling Human Rights Protection Party, led by prime minister Tofilau Eti Alesana, won re-election with a simple majority of 27 seats in parliament. The opposition Samoan National Democratic Party, led by former prime minister Tui Ātua Tupua Tamasese Efi, secured 15 seats, whilst independents won the remaining five. The Attorney-General of Samoa is a constitutional and legal officer in Samoa, responsible for advising the government on legal matters and bringing criminal proceedings. Elections In Samoa
At the national level, Samoa elects a legislature. The Fono or ''Legislative Assembly'' has 51 members elected for a five-year term from 51 electoral constituencies. Prior to 2019, the Legislative Assembly has 49 members, 47 members out of the '' matai'' (traditional heads of families) six of whom are elected from two-seat constituencies and 35 from single-seat constituencies, and 2 members by the non-Samoan nationals. The head of state is elected for a five-year term by the Fono. The voting age in Samoa is 21. Samoa has a two-party system, which means that there are two dominant political parties. Su'a Rimoni Ah Chong
Su'a Rimoni Ah Chong (born c. 1954) is a Samoan politician and former Controller and Chief Auditor of Samoa. He was the leader of the Samoa Party. As the Controller and Chief Auditor, Su'a Rimoni's efforts against government corruption in Samoa earned him international notability. From 1992 to 1995 he refused to authorise illegal payments to Cabinet Ministers as Controller and Chief Auditor. In 1994 he tabled an Annual Report to Parliament that revealed wide-scale corruption in the Human Rights Protection Party (HRPP) government under Tofilau Eti Alesana. The report implicated six out of 13 ministers in improper activities and payments. The government's response was to set up a Commission of Inquiry to discredit the Report. Matatumua Maimoana (1935–2012), also known as Matatumua Maimoaga Vermeulen, was a '' matai'', politician, Nurse and Environmentalist of Samoa. Her chief title, Matatumua, was an orator's title from the village of Faleasiu. Tui Ātua Tupua Tamasese Tupuola Tufuga Efi (born Olaf "Efi" Tamasese; 1 March 1938) is a Samoan political leader and as holder of the maximal lineage Tama-a-'āiga title of Tupua Tamasese, is one of the four paramount chiefs of Samoa. He also holds the royal pāpā title of Tui Atua ('sovereign' of Atua). Tui Ātua served as the third prime minister of Samoa from 1976 to 1982 and again later in 1982. On 16 June 2007, he was elected as Samoa's Head of State (O le Ao Mamalu o le Malo) from 2007 to 2017. He was sworn in at Samoa's Parliament ( Maota Fono) on 20 June 2007.
