1991 Samoan General Election
General elections were held in Western Samoa on 5 April 1991, to determine the composition of the 11th Parliament. The elections were the first since the introduction of universal suffrage following a referendum held the previous year. However, candidates were still required to be Matai. The two main parties were the governing Human Rights Protection Party (HRPP), led by Prime Minister Tofilau Eti Alesana and the opposition Samoan National Development Party (SNDP), led by former Prime Minister Tupua Tamasese Efi. Convinced it would remain in government, the HRPP campaigned on its accomplishments and promised to continue its numerous infrastructure projects, while the SNDP's campaign focused primarily on combating corruption. The elections were the first in which the government required voters to use an identification card to prevent fraud, as witnessed in previous elections. The Legislative Assembly ( sm, Fono Aoao Faitulafono a Samoa), also known as the Parliament of Samoa ( sm, Palemene o Samoa), is the national legislature of Samoa, seated at Apia, where the country's central administration is situated. Samoan Parliament is composed of two parts: the O le Ao o le Malo (head of state) and the Legislative Assembly. In the Samoan language, the Legislative Assembly of Samoa is sometimes referred to as the Samoan Fono while the ''government'' of the country is referred to as the Malo. Fiamē Mataʻafa Faumuina Mulinuʻu II
Fiamē Mataafa Faumuina Mulinuu II (5 August 1921 – 20 May 1975) was a Western Samoan paramount chief and politician. The holder of the Mataafa title, one of the four main Samoan chieftainships, he became the first prime minister of Western Samoa in 1959, serving until 1970. He held the position again from 1973 until his death in 1975. Biography Mata'afa was born in 1921, the son of Paramount Chief Mata'afa Faumuina Fiame Mulinu'u I. He was educated at the Marist Brothers school in Apia. He married Laulu Fetauimalemau Mata'afa, a teacher educated in New Zealand and who later became Samoa's High Commissioner (1993–1997) to New Zealand. Afioga Fiamē Naomi Mataafa (born 29 April 1957) () is a Samoan politician and High Chiefess ('' matai'') who has served as the seventh Prime Minister of Samoa and leader of the Faatuatua i le Atua Samoa ua Tasi (FAST) party since 2021. The daughter of Samoa's first prime minister Fiamē Mataʻafa Faumuina Mulinuʻu II, Mata'afa is the first woman to serve as Samoa's head of government and the first to not be a member of the Human Rights Protection Party (HRPP) since 1982. A member of the HRPP until 2020, she was the first woman appointed to Cabinet in Samoa's history. Mata'afa was the Minister of Education from 1991 to 2006 in the governments of prime ministers Tofilau Eti Alesana and Tuila'epa Sa'ilele Malielegaoi. Tui Ātua Tupua Tamasese Tupuola Tufuga Efi (born Olaf "Efi" Tamasese; 1 March 1938) is a Samoan political leader and as holder of the maximal lineage Tama-a-'āiga title of Tupua Tamasese, is one of the four paramount chiefs of Samoa. He also holds the royal pāpā title of Tui Atua ('sovereign' of Atua). Tui Ātua served as the third prime minister of Samoa from 1976 to 1982 and again later in 1982. On 16 June 2007, he was elected as Samoa's Head of State (O le Ao Mamalu o le Malo) from 2007 to 2017. He was sworn in at Samoa's Parliament ( Maota Fono) on 20 June 2007.
