Voter turnout was 81.7%. They were the last elections held under a mandatory two-party system, as reforms were enacted in 1979 by Brazil's governing military junta, represented in Congress by ARENA, to allow a multi-party system to emerge in an effort to combat the growing popularity of the opposition Brazilian Democratic Movement (MDB) by splitting their vote.Nohlen, p. 166 Electoral system In 1977 the electoral system had been reformed, making the election of senators indirect. The Chamber of Deputies ( pt, Câmara dos Deputados) is a federal legislative body and the lower house of the National Congress of Brazil. The chamber comprises 513 deputies, who are elected by proportional representation to serve four-year terms. The current President of the Chamber is the Deputy Arthur Lira ( PP- AL), who was elected on 1 February 2021. Structure The number of deputies elected is proportional to the size of the population of the respective state (or of the Federal District) as of 1994. However, no delegation can be made up of less than eight or more than seventy seats. Thus the least populous state elects eight federal deputies and the most populous elects seventy. These restrictions favour the smaller states at the expense of the more populous states and so the size of the delegations is not exactly proportional to population. Ernesto Beckmann Geisel (, ; 3 August 1907 – 12 September 1996) was a Brazilian Army officer and politician, who was List of Presidents of Brazil, President of Brazil from 1974 to 1979, during the Brazilian military regime. National Renewal Alliance
The National Renewal Alliance (Portuguese: ''Aliança Renovadora Nacional'', ARENA) was a far-right political party that existed in Brazil between 1966 and 1979. It was the official party of the military dictatorship that ruled Brazil from 1964 to 1985. ARENA was part of a two-party system enforced by the dictadorship instituted on 1966, where only it and the Brazilian Democratic Movement (MDB) — the "consented opposition" — were allowed. On 1979, a multi-party system was reintroduced to Brazil, both MDB and ARENA were officially dissolved, and the Democratic Social Party (PDS) was founded as a continuation of ARENA.
